One of the pioneers in choosing early retirement to contribute to streamlining the administrative apparatus is Ms. Phan Thi Thanh Phuong, former Deputy Head of the Propaganda and Mass Mobilization Department of the Quang Dien District Party Committee. After more than 34 years of dedication to the political system, she decided to leave her position with 75 months remaining until her legally mandated retirement age.
Sharing her decision, Ms. Phuong said: “I fully support the policy of streamlining the apparatus, not only to reduce the number of personnel but, more importantly, to improve operational efficiency. The field of propaganda and mass mobilization urgently needs young cadres who dare to think, dare to act, are creative and innovative. Those who came before are stepping aside not because they are stopping, but as a way of contributing so that the next generation has the opportunity to develop.” In addition, the reasonable support policies of the State also reassure her of her choice.
Mr. Hoang Minh Tri, former Head of the Personnel and Organization Department of the Department of Internal Affairs, also proactively decided to retire five years earlier than stipulated. Having worked in personnel management for many years, he understood that if everyone tried to hold onto their positions, the streamlining process would be difficult to achieve the desired results. “I don’t see early retirement as a disadvantage, but rather as a practical contribution. When the system is reorganized, personnel arrangements need to be accompanied by reasonable downsizing. I chose early retirement to create opportunities for the younger generation to develop their abilities,” Mr. Tri shared.
Not only Mr. Tri, but after the Department of Internal Affairs and the Department of Labor, War Invalids and Social Affairs merged to form the Department of Internal Affairs, six other officials voluntarily requested early retirement. They are all experienced officials who have made many contributions, but are willing to step down to allow for a more streamlined and efficient system.
It is noteworthy that many of these individuals do not view leaving their positions early as a disadvantage, but rather as a way to contribute to innovation. Further investigation reveals that one of the reasons many civil servants decide to retire early is due to the State's reasonable support policies. Compared to previous downsizing policies, Decree 178 and Decree 67, which amends and supplements some articles of Decree 178, have significantly improved the level of allowances, conditions for receiving pensions and social insurance, and preferential treatment for those who retire early. "The policies in Decree 178 and the amended and supplemented Decree 67 ensure the rights of those who retire early, allowing them to leave their positions with peace of mind and creating conditions for the younger generation to develop," shared Mr. Do Huu Dung, former Deputy Head of the Administrative Reform Department, Department of Internal Affairs.

Establishing an efficient operating system.
Mr. Nguyen Van Manh, Director of the Department of Internal Affairs, stated that reorganizing the administrative apparatus is not simply about reducing the number of personnel, but also about ensuring rationality and efficiency. Immediately after Decree 178 was issued, the Department of Internal Affairs advised the Hue City People's Committee to issue Guidance No. 2000, specifying the regimes and policies for civil servants and public employees eligible for early retirement. This guidance not only helps ensure the legitimate rights of those who voluntarily retire early but also contributes to creating consensus in the streamlining process.
“We believe that streamlining the organizational structure is not simply about reducing the number of personnel, but must also go hand in hand with supporting early retirement for officials in a reasonable and proper manner. Those who wish to retire under Decree 178 and the amended and supplemented Decree 67 need to be thoroughly advised on their rights and benefits so that no one has to retire early in a passive position or worry about their future,” Mr. Mạnh said.
The consideration for early retirement or resignation is based not only on age, but also on moral character, sense of responsibility, discipline, professional competence, and ability to fulfill duties over the years.
In addition, the city also has a mechanism for valuing personnel with outstanding qualities and abilities. Officials who achieve excellent results for three consecutive years, demonstrate a spirit of innovation and creativity, dare to think and act, and bring efficiency to the agency will be considered for continued important positions.
Mr. Nguyen Van Manh emphasized: "Streamlining the workforce is a major policy, but it must be implemented in a humane and fair manner. Most importantly, those who retire early should feel satisfied, those who remain should be motivated to contribute, and the local administrative apparatus should operate more efficiently and effectively."
According to statistics, there are currently 776 officials, civil servants (including those at the commune level), public employees, and workers in the city who are eligible for early retirement under Government Decree 178/2024/ND-CP dated December 31, 2024, on policies and regulations for officials, civil servants, public employees, and members of the armed forces in the implementation of organizational restructuring of the political system. Of these, 153 are from the Party sector and 623 are from the State sector. 267 out of 776 have expressed a desire to retire early. |
