The National Assembly's resolution on specific mechanisms and policies for investment and construction of the Ninh Thuan nuclear power project was passed on February 19, 2025.

The resolution received very high consensus.

The National Assembly 's resolution on the construction of the nuclear power project was passed with almost unanimous votes, with 459 out of 460 delegates voting in favor. This demonstrates that the policy of restarting and constructing nuclear power plant projects in Ninh Thuan has achieved very high consensus from the central to local levels, completing the legal basis to bring this extremely important national project to completion on schedule.

According to the report of the Standing Committee of the National Assembly at the recently concluded extraordinary session of the National Assembly, the Resolution is expected to take effect from the date of its adoption by the National Assembly until December 31, 2031.

A particularly significant addition is the inclusion of Ninh Thuan province as a target group in the Resolution. Providing additional revenue support to Ninh Thuan province at this time is crucial, given its difficulty in attracting investors, its low starting point, numerous challenges, and limited resources for implementing socio-economic development projects.

This addition aims to both serve the socio-economic development of the locality and create favorable conditions for infrastructure development to facilitate the implementation of the Project, including compensation, land acquisition, resettlement, and social welfare in the immediate future. Specific, long-term policies will be researched and issued or proposed by the Government and the People's Committee of Ninh Thuan province.

As the title of the Resolution suggests, the phrase "special mechanisms and policies" is used throughout the Resolution. This is meant to affirm the unique and important nature of this mechanism for the Ninh Thuan nuclear power project, as well as to demonstrate the need for separate mechanisms to implement the project quickly and in accordance with safety, quality, and schedule requirements, while ensuring legal consistency and the objectives of the Resolution.

The Ninh Thuan nuclear power plant is a very large-scale project, the first of its kind in Vietnam, and requires significant resources. Therefore, the National Assembly has requested mechanisms and policies to ensure the prevention and combating of corruption and waste. The government must establish a task force to oversee the project's implementation.

It can be said that the restart and completion of matters related to the investment and construction of the Ninh Thuan nuclear power project have been carried out in a very short period of time, since the Central Committee meeting of the Communist Party of Vietnam at the end of November 2024.

In his speech at the Central Committee meeting on November 25, 2024, General Secretary To Lam clearly stated that this is an important task for developing the national energy infrastructure to meet the country's development requirements. This work needs to be carried out urgently, meeting the highest requirements for safety and environmental protection.

A historic step forward in energy infrastructure development.

The new development context of the country in the era of the entire nation striving towards century-long goals, commemorating the 100th anniversary of the founding of the Party (2030) and the 100th anniversary of the founding of the Nation (2045), places very high demands on the development of energy infrastructure both in the short and long term. Energy not only plays a role in ensuring development but also has significant importance in ensuring national security.

Creating the foundations for building and securing a stable energy infrastructure not only lays the groundwork for rapid and sustainable national development but also contributes to attracting domestic and foreign resources for economic growth, helping to remove bottlenecks, especially institutional ones.

Vietnam's restart and implementation of the Ninh Thuan nuclear power project is extremely necessary and timely, especially in the context of the rapid global energy transition. It also helps to leverage advanced scientific and technological achievements in the development of nuclear and renewable energy, gradually reducing dependence on fossil fuels.

The National Assembly's resolution on specific mechanisms and policies for investment and construction of the Ninh Thuan nuclear power project also strongly affirms Vietnam's fulfillment of international commitments in working with the international community towards the Net Zero goal by 2050.

At the same time, it was affirmed that nuclear power will truly be a driving force to usher Vietnam into a new era.

The National Assembly's resolution stipulates a number of special mechanisms and policies for investing in and constructing the Ninh Thuan nuclear power project, including: Ninh Thuan Nuclear Power Plant 1, Ninh Thuan Nuclear Power Plant 2 and their component projects, and a number of special mechanisms and policies applicable to Ninh Thuan province for the implementation of the project.
