Strong step forward

Since 2018, Hue has proactively issued a project and plan to implement synchronous smart urban development. As a heritage city, a cultural, science and technology center of the Central Highlands, Hue has also been selected by the Central Government to pilot many important programs. This is a legal foundation and a solid basis for the city to pioneer in building a smart urban model associated with identity, culture and environment.

According to Mr. Nguyen Duong Anh, Deputy Director of the Department of Science and Technology, in recent years, science and technology, innovation and digital transformation have shaped three pillars of development of Hue: Smart - green - sustainable. The city has completed digital infrastructure and digital institutions; the data integration and sharing platform has been upgraded, interconnected with the Government Information System, creating an important step forward for digital governance and smart urban management.

Many applications and services have entered life, becoming effective "assistants" for people. In particular, Hue-S - a super application for citizens and tourists has reached more than 1.3 million downloads, integrating over 50 functions, from on-site reporting, online payment to healthcare, education , tourism, and transportation. More than 650 smart cameras using artificial intelligence (AI) in license plate and face recognition, detecting forest fires, traffic jams, etc. contribute to ensuring traffic safety and security and order.

A specialist of the one-stop department of the People's Committee of Thuy Xuan Ward shared: If in the past people had to go back and forth many times to handle procedures or needed time to make a citizen identification card..., now all they need is a smartphone and everything is resolved quickly. People's complaints now have the Hue-S channel to send information and are processed very quickly, so many people are very satisfied, and the government has also reduced a lot of pressure.

Applying technology, digital platforms, and modern infrastructure, Hue is in the top 10 localities with the highest administrative reform index in the country, with 100% of public services online throughout. Widespread technology infrastructure, high smartphone usage rate, creating a foundation for digital economic development. Currently, the digital economy contributes more than 13% of the city's GRDP, expected to reach over 15% by the end of 2025. More importantly, the model of digital government - digital economy - digital society has been vividly present through each utility serving the people, from submitting online applications to paying tuition, hospital fees, taxes, public utility fees...

Comprehensive smart urban ecosystem

After more than 6 years of implementation, the Hue Smart City Project has formed a comprehensive ecosystem, in which people are the center, culture is the foundation, and science and technology is the driving force. Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, emphasized: "The most important point of Hue's smart city is not only the number of applications put into use, but also the way technology platforms change behavior and habits, creating new interactions between the government and the community."

In the future, Hue will continue to prioritize the integration and upgrading of essential services on the Hue-S platform, while applying modern technologies such as AI, Big Data, IoT, and blockchain in management and operation. The city focuses on investing in modern data centers to comprehensively serve the digital transformation process; develop high-quality human resources through training, fostering, and attracting talents; promote the innovative startup ecosystem, and encourage technology enterprises to provide solutions and services for smart cities.

The public-private partnership model is also promoted, mobilizing maximum social resources to develop infrastructure and smart services. At the same time, the city focuses on ensuring information security, protecting personal data, improving digital skills for the community, helping all people participate and benefit from digital services.

Mr. Nguyen Van Sach, a technology engineer in Hue, said: “The city has opened many creative startup playgrounds. Thanks to that, young entrepreneurs’ ideas and technology projects have the opportunity to test on the Hue-S platform or smart urban projects.
