The trend of globalization and international integration, knowledge economy affects the development of countries around the world. world, including Vietnam. And the province Hoa Binh is no exception. In recent years, the proportion of total factor productivity (TFP) index of Hoa Binh province has always maintained an upward trend.

This proves that the factors of technological innovation, application of scientific and technical advances; improvement and rationalization of production management organization; and improvement of labor qualifications are the advantages of the province in developing a knowledge-based economy, attracting investment in high-tech production with sustainable goals.

In order for the industry to develop to its full potential, create material wealth, strongly promote growth and economic restructuring, the province's industry and handicraft sector have achieved positive results, continuing to make important contributions to economic growth and state budget revenue.

The province has promptly revised and supplemented investment incentive policies, focusing on industries with potential and advantages such as processing and manufacturing; agricultural and forestry processing; hydropower... The industrial infrastructure system has received investment attention, especially focusing on investment in industrial parks (IPs) and industrial clusters (ICs). At the same time, timely and synchronous implementation of solutions to remove difficulties, creating favorable conditions for enterprises to develop production and business.

As a result, some industrial products of Hoa Binh have achieved quite high output, have a position in the domestic and export markets. Thereby, contributing to the shift in the economic structure and labor structure of the province towards increasing the proportion of industry and services, reducing the proportion of agriculture, forestry and fishery; the internal structure has a positive shift towards rapidly increasing the proportion of the processing and manufacturing industry, reducing the mining industry...

Attach investment attraction with knowledge economy development

Adjacent to the Capital Ha Noi, along with plans associated with many potentials and strengths, the province increasingly focuses on attracting investment associated with the orientation of developing a knowledge-based economy and high-tech production. The advantage of transportation - the gateway to the Northwest region and being in the planning of the Capital region creates favorable development conditions for the province when it becomes a trade intersection with other provinces in the country.

The locality also has rich mineral resources, concentrated surface water area, large reserves, abundant land resources, high fertility, large unused land fund, favorable soil and climate conditions. These are great potentials for Hoa Binh to develop its economy. Agriculture, especially developing industrial crops, forestry, and clean agriculture.

In addition, the rich natural conditions throughout the province have created many natural landscapes, and are also a place where traditional cultural identities of ethnic groups intersect. From there, it creates favorable conditions for the province to promote the development of activities. Travel culture, adventure tourism, community tourism, or spiritual sites, ecotourism...

Taking advantage of the above advantages, Hoa Binh strives to deploy the construction and development of infrastructure of industrial parks and clusters to meet requirements, creating a favorable environment to attract infrastructure investors and investment enterprises, contributing to increasing production capacity, accelerating socio-economic development, and implementing industrialization and modernization.

Up to now, the whole province has 8 industrial parks, with a total planned area of ​​1.507,43 hectares. Hoa Binh has been accelerating the progress of implementation and investment in building industrial park infrastructure according to the plan, focusing on preparing good conditions, creating advantages to attract investment, contributing to creating a solid momentum for the province's industrial development goal in a modern and sustainable direction.

With preferential policies, favorable conditions in infrastructure and public and transparent administrative procedures, industrial parks and clusters have become attractive destinations for investors, especially foreign investors. In the first nine months of 2024, the province had 15 newly licensed investment projects, 6 commercial housing construction investment projects approved for investors, 17 investment projects approved for investment policy adjustment, with a total registered investment capital of about 9.500 billion VND.

For the industry to develop to its full potential

In the period of 2021 - 2025, Hoa Binh's viewpoint and orientation is to develop sustainable industry on the basis of exploiting the potential and strengths of local raw materials, quality human resources, increasing the efficiency of raw materials use and environmental protection.

At the same time, promote the application of high technology to increase product added value, improve productivity and competitiveness of the industrial sector. The province also focuses on prioritizing the formation and development of industries with strengths and competitive advantages such as: energy, processing, deep processing industry, high-tech industry, manufacturing industry, support industry, construction materials industry; exploiting and economically using raw materials in the area...

The Resolution of the 17th Provincial Party Congress, term 2020-2025 also identifies the goals, tasks and solutions by 2025 for the province's industrial development sector as follows: "Industrial development truly becomes the driving force of the economy with high, sustainable and effective growth rates, serving as a driving force to promote the development of other economic sectors and the implementation of social goals, striving by 2025... Striving by 2025, the land area of ​​industrial parks and clusters accounts for about 1% of the province's natural land area".

To develop industry to truly become the driving force of the economy, the province actively promotes the construction of transport infrastructure, especially routes connecting the center with industrial parks, arterial routes through key economic areas such as: the connecting road between Hoa Binh City and Kim Boi, expanding the Hoa Lac - Hoa Binh expressway, the Hoa Binh - Moc Chau expressway, etc.

Recently, the Provincial Party Standing Committee issued the Conclusion of the 3-year implementation of Project No. 07-DA/TU, dated November 1, 2021. Accordingly, in addition to promoting propaganda work and a number of other important tasks and solutions such as: Building and perfecting mechanisms and policies to promote industrial and handicraft development. Focusing on developing high-tech, environmentally friendly industries with a focus on supporting industries; mineral processing, agricultural and forestry processing; construction materials; mechanical industry, electrical equipment, electronics... on the basis of developing processing zones and auxiliary material areas, industrial parks and industrial clusters.

At the same time, promote the development of craft villages associated with existing raw materials, environmentally friendly, serving tourism and export. Focus on mobilizing and attracting large industrial projects, reputable enterprises, effective production and business, using high technology in the fields of manufacturing industry, supporting industry, electronics industry, encouraging industrial investment serving agriculture, rural areas... to create a breakthrough in socio-economic development, thereby spreading and attracting other enterprises to invest, produce and do business.

In addition, effectively implement mechanisms and policies to mobilize investment resources for infrastructure development inside and outside the fences of industrial parks and industrial clusters, especially industrial parks and industrial clusters located in dynamic areas... Strictly manage the planning of industrial parks and industrial clusters, and prevent illegal construction in industrial parks and industrial clusters. Proactively develop programs, orientations, and strategies for high-tech development in line with Hoa Binh's competitive advantages.
