Breakthroughs in administrative reform through digital transformation.

In its roadmap to building a service-oriented administration, Dak Lak province has been using technology as a driving force and data as a foundation to create substantive changes. The close integration of administrative reform with digital transformation not only enhances operational efficiency but also brings maximum satisfaction to citizens and businesses.

2025 is considered a historic year as Dak Lak officially operates its political system based on a two-tiered local government model.

Recognizing digital transformation as the "key" to operating a transparent administrative apparatus, the province has put into operation seven digital platforms to serve the people and the leadership and management work of the two-level local government. To date, the Document Management and Administration System has been deployed synchronously from the provincial to the commune level. Notably, Dak Lak has completed the connection, interoperability, and electronic document exchange between the province's Document Management and Administration System and the systems of the Government Office, ministries, ministerial-level agencies, government agencies, and centrally-administered provinces and cities through the National Document Interoperability Platform.

This change is not just about numbers, but has gone deeper. Currently, the province has announced 1,427 fully online public services, helping people resolve administrative procedures quickly and conveniently. Connecting and sharing data with national databases on population, land, insurance, and business registration is also being implemented vigorously. The health sector is initially deploying electronic health records and electronic medical records. The education sector is building an online system for managing students and teachers. The land database is being gradually digitized, supporting the public disclosure and transparency of information.

Building on that foundation, by 2025, Dak Lak had made a positive mark in administrative reform, notably in the development of e-government and digital government aimed at better serving citizens and businesses. The most important shift was the establishment of a service-oriented administration, becoming more substantive, professional, and transparent in administrative transactions, with citizen satisfaction serving as a measure of the effectiveness of public service delivery.

With a strong commitment to promoting digital transformation in conjunction with administrative reform, the province has proactively reviewed and standardized processes, synchronized data, and upgraded the electronic one-stop service system. Officials and civil servants regularly receive training in relevant skills and actively apply technology to document processing. To date, over 14,090 official email accounts have been created for officials, civil servants, and public employees to exchange information on the province's official email system, providing a solid foundation for handling work in the digital environment.

At the grassroots level, the spirit of "putting the people at the center" is concretized through specific models. For example, at the Quang Phu Commune Public Administrative Service Center, despite the large area and heavy workload after the merger, the process of receiving and resolving administrative procedures remains professional and efficient. Ms. Nguyen Thi Thanh Van, Deputy Director of the commune's public administrative service center, stated that the center uses an electronic one-stop system to handle administrative procedures, facilitating the reception, monitoring, and processing of applications from organizations and individuals. To make things easier for citizens, modern equipment such as queue number kiosks and QR code display screens for cashless payments have been installed. The staff proactively applies artificial intelligence (AI) in searching, drafting, and processing documents.

Online payments for public services have yielded many positive results. In 2025, the province recorded 446,482 online payment transactions, totaling over 449 billion VND. The province has publicly listed 2,173 administrative procedures on the National Public Service Portal. Many areas, such as residence registration, social insurance, and taxation, have achieved very high online application rates.

Identifying administrative reform as a key and breakthrough task, Dak Lak province will continue to focus on implementing a comprehensive set of solutions to reduce administrative procedures and improve the investment and business environment. The central goal is to improve the quality of online public services throughout the entire process, moving towards personalized digital services, enabling citizens to complete procedures regardless of administrative boundaries. Simultaneously, the province requires that 100% of administrative procedure dossiers be received and processed through the province's Administrative Procedure Information System, synchronized with the National Public Service Portal, allowing citizens and businesses to easily monitor and evaluate the implementation process. The province will apply innovative initiatives and scientific and technological applications in the implementation of administrative reform, uphold the responsibility of leaders, strengthen administrative discipline and order, and create strong and substantive changes in working methods and styles.

With innovative thinking and strong determination, Dak Lak is gradually building a modern administrative system, truly becoming a solid "foundation" for the socio-economic development of the locality.
