Infrastructure breakthroughs, upgraded appearance.

In the context of the province's administrative reorganization, expansion of development space, and implementation of many key national infrastructure projects, the construction sector has undertaken a large volume of work that is demanding and complex.

Reporters from Dak Lak Newspaper and Radio & Television had an interview with Mr. Cao Dinh Huy , Provincial Party Committee member and Director of the Department of Construction, regarding this matter.

* Could you highlight the most important and fundamental milestones that the construction industry in Dak Lak has achieved in 2025?

2025 can be considered a crucial year for "foundation-building" for the province and the construction industry. In the context of simultaneously implementing administrative reorganization, deploying key national infrastructure projects, and facing severe impacts from natural disasters and floods, the industry has made concerted efforts to implement many tasks and achieved quite comprehensive results.

The most prominent mark is the industry's role in infrastructure development, especially transportation infrastructure. Strategic projects such as the North-South Expressway and the Khanh Hoa - Buon Ma Thuot Expressway have been implemented decisively, creating an important foundation for inter-regional connectivity and socio-economic development.

In addition, the construction industry has actively participated in social welfare work, notably the implementation of the Quang Trung Campaign with a swift and effective spirit: building 606 new houses, repairing thousands of houses damaged by natural disasters; promptly addressing and ensuring traffic on national and provincial roads after storms and floods, quickly restoring conditions for travel, living, and production.

Another highlight is the development of housing, especially social housing. In 2025, the entire province has been implementing approximately 2,800 social housing units, contributing to meeting the housing needs of low-income earners, workers, and laborers. Alongside this, many technical and social infrastructure projects have been completed; strategic planning tasks, especially those related to aviation, seaports, and urban areas, are being focused on, creating a long-term "development framework" for the next phase.

* How have those results impacted the urban landscape and the quality of life for the people, sir?

Urban planning and development have seen many positive changes. Numerous general plans, zoning plans, and detailed plans have been adjusted and perfected to suit the province's new development space; creating a legal basis for attracting investment, forming new urban areas and logistics zones, contributing to changing the urban landscape towards a civilized and modern direction.

Director of the Department of Construction Cao Dinh Huy presented to Prime Minister Pham Minh Chinh the plans for building flood-resistant houses for people during the Quang Trung Campaign.

The role of the construction sector in key transportation infrastructure projects continues to be affirmed. The Department has closely coordinated with other departments, agencies, and localities to hand over 100% of the land for the North-South Expressway (Eastern section); and has urged progress on the Khanh Hoa - Buon Ma Thuot Expressway, high-speed railway, airport, and seaport projects. These projects not only create strategic transportation axes but also open up new development opportunities, reduce logistics costs, and create growth momentum for the locality.

For the people, these results are clearly reflected in the improved quality of living spaces: more spacious housing, gradually synchronized technical infrastructure; and increasingly improved urban transportation, lighting, and drainage systems.

* As we enter 2026, what directions and breakthroughs will the construction industry pursue to meet the increasingly high expectations of the public and businesses?

In 2026, the construction industry will focus on perfecting its institutional framework, ensuring a synchronized system of legal documents that aligns with the new management model and practical requirements.

The next focus will be on developing transportation infrastructure. The sector will prioritize compensation, land clearance, and resettlement arrangements for the high-speed rail project; upgrading and repairing national and provincial highways, especially National Highway 29 - the East-West connecting artery. Procedures for implementing the East-West Expressway (CT.23) will be expedited, along with the expansion of Buon Ma Thuot Airport, Tuy Hoa Airport, and investment in Bai Goc Port, creating a foundation for logistics development and regional connectivity.

The Chi Thanh - Van Phong component project of the North-South Expressway project, the section passing through Dak Lak province, is a strategic transportation artery that contributes to creating momentum for local growth.

Developing social housing continues to be a continuous task, linked to programs to eliminate temporary and dilapidated housing, ensuring sustainable social security. Alongside this, the sector is promoting urban planning and development management towards green and smart directions; paying attention to rural infrastructure development, ensuring harmony between urban and rural areas.

Finally, the construction sector continues to improve the quality of construction investment management, cost control, progress and quality of projects, creating a solid foundation for the rapid and sustainable development of the province in the new phase.
