In recent years, the education and training work of our province has achieved many important results, the scale of the school network has been consolidated and developed, the quality of education has been constantly improved; gradually affirming its position on the domestic and international education map.

Continuing to modernize the education and training system in an open, flexible, integrated and digital direction, meeting the requirements of economic restructuring and developing high-quality human resources, ensuring the requirements of human factors in the new era, on November 14, 2025, the Provincial Party Committee issued Plan No. 14-KH/TU on implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

The goal by 2030 is to have 84.4% of kindergartens and general schools meet national standards; complete compulsory education at the end of lower secondary school and universalize preschool education for children from 3 to 5 years old; strive to have at least 40% of nursery-age children; 98.5% of preschool-age children attend school; at least 85% of people of school age complete high school or equivalent. The education index contributing to the human development index (HDI) is 0.8. There is at least one high-quality college and two vocational training institutions invested in modern equipment. The rate of workers with college and university degrees is 12.3% or higher...

By 2035, 90% or more of public kindergartens and primary schools will meet national standards; there will be 2 high-quality colleges. The education index contributing to the HDI index will reach 0.85; the human capital and research index contributing to the GII index will be above the average of upper-middle-income countries. By 2045, there will be a modern, equitable and high-quality national education system that meets the requirements of the new era and the new era. The system of human values, high-quality human resources, scientific and technological talents will become the driving force and core competitive advantage for the province's socio -economic development.

Proactively review, propose amendments and supplements to legal documents related to education and training under its authority to promptly remove bottlenecks and bottlenecks in institutions, mechanisms and policies; improve the quality and effectiveness of law-making and enforcement; promote innovation and development of education and training. Promote decentralization and delegation of authority associated with resource allocation, enhance autonomy and self-responsibility of educational institutions, associated with effective inspection and supervision. Build an open and interconnected education system, promote lifelong learning and build a learning society. Review and improve standards of educational institutions at all levels.
