Continuing to modernize the education and training system towards openness, flexibility, integration, and digitalization, meeting the requirements of economic restructuring and developing high-quality human resources, and ensuring the human factor requirements in the new era, on November 14, 2025, the Provincial Party Committee issued Plan No. 14-KH/TU on implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
By 2030, the goals include: 84.4% of preschools and primary and secondary schools meeting national standards; completing compulsory education up to the lower secondary level and universal preschool education for children aged 3 to 5; striving for at least 40% of children of nursery age and 98.5% of children of kindergarten age to attend school; and at least 85% of people of school age completing upper secondary education or equivalent. The education index contributing to the Human Development Index (HDI) will reach 0.8. There will be at least one high-quality college and two vocational education institutions equipped with modern facilities. By 2035, 90% or more of public preschools and primary and secondary schools will meet national standards; there will be 2 high-quality colleges. The education index will contribute 0.85 to the HDI; the human capital and research index will contribute above the average of upper-middle-income countries. The vision for 2045 is to have a modern, equitable, and high-quality national education system that meets the requirements of the new era. Human values, high-quality human resources, and scientific and technological talents will become the core driving force and competitive advantage for the province's socio -economic development.
To achieve the goal, the Provincial Party Standing Committee requests that Party committees, governments at all levels, and departments focus on raising awareness, innovating thinking and actions, and determining political determination for breakthroughs in education and training development. They should diversify forms of dissemination and propaganda, leverage the strengths of social media communication, and invite reputable education experts for consultation, exchange, and sharing. They should strengthen the comprehensive and direct leadership role of Party organizations, especially the role of the head of the Party committee in educational institutions. Education and training development should be placed within the overall governance thinking of the province; it should have orientations, plans, and strategies for socio-economic development; and the goals, tasks, and solutions for education and training development should be prioritized in strategies, plans, policies, programs, and development plans across all sectors, with priority given to allocating resources for implementation.
Proactively review and propose amendments and additions to relevant legal documents on education and training within their jurisdiction to promptly address institutional, mechanism, and policy bottlenecks; improve the quality and effectiveness of lawmaking and enforcement; promote innovation and foster the development of education and training. Strengthen decentralization and delegation of power coupled with resource allocation, enhance the autonomy and accountability of educational institutions, and ensure effective inspection and supervision.
