In 2026, Quang Ninh will enter a phase of accelerating the implementation of the goals of the 2025-2030 term with the theme: "Breakthrough in economic growth; improving urban quality, and soon achieving the criteria of a centrally-governed city." Based on Resolution No. 05-NQ/TU of the Provincial Party Committee, Quang Ninh clearly defines its goals, targets, and key tasks; implementing comprehensive solutions from the provincial level to the grassroots, creating significant changes in socio-economic development and the construction of modern urban areas.

Resolution No. 05-NQ/TU identifies 2026 as a breakthrough year for economic growth, playing a pivotal role in the term. Quang Ninh aims for a GRDP growth rate of over 12.5%; GRDP per capita of 11,800 USD or more; and total state budget revenue exceeding the central government's assigned target. The economic structure will continue to shift towards sustainability, with industry, construction, and services playing a leading role; and the processing and manufacturing industry becoming a new growth engine.

To expand development potential, the province is focusing on removing bottlenecks in infrastructure, planning, and investment procedures; prioritizing the attraction of high-tech, environmentally friendly projects in the Quang Yen coastal economic zone, the Mong Cai border gate economic zone, and Van Don; and promoting processing and manufacturing industries linked to technological innovation, increased productivity, and added value.

In 2026, Quang Ninh will accelerate the progress and improve the efficiency of public investment, striving to disburse 100% of the planned capital. Many strategic transportation infrastructure projects have been identified as important growth drivers, such as: Upgrading National Highway 4B section through the province; implementing the next steps of the Hanoi - Ha Long high-speed railway project and the Ha Long - Mong Cai railway project; constructing the Bac Luan III bridge; and the coastal road in the Northwest of Cua Luc Bay connecting Troi 2 bridge - Love Bridge - National Highway 279. These projects will not only boost immediate growth but also expand urban development space and regional connectivity.

Alongside industrial and infrastructure development, the province continues to upgrade its service and tourism sectors. By 2026, Quang Ninh aims to welcome approximately 22 million visitors, including over 5 million international tourists; with total tourism revenue reaching at least 65,000 billion VND. The province is promoting the development of heritage economy, night-time economy, and urban economy; leveraging the value of the World Heritage Site and natural wonder of Ha Long Bay, creating new attractions for high-quality, year-round tourism.

Economic growth generates resources, while urban quality determines attractiveness and sustainability. Building on the results of growth, Quang Ninh is shifting its focus to improving urban quality, considering this a key step in realizing its goal of becoming a centrally-governed city.

Along with breakthrough growth, Quang Ninh identifies improving urban quality as a crucial pillar. Resolution 05-NQ/TU sets the target of achieving an urbanization rate of over 75% by 2026; developing urban areas in depth, with synchronized technical infrastructure, social infrastructure, architecture, landscape, and governance quality.

In 2026, the province will focus on reviewing and improving the urban planning system; accelerating the renovation and upgrading of existing urban areas; investing in parks, green spaces, and public spaces; and creating a green, civilized, and modern urban landscape. The province will resolutely eliminate submerged bridges and replace them with sturdy bridges and culverts; upgrade the drainage system, wastewater treatment, and protect the urban environment...

Another key task is to implement the planning and investment in the construction of the province's new administrative center in Thong Nhat commune, creating a modern and integrated urban development space. Alongside this, the province is accelerating the social housing development program, striving to complete approximately 2,800 units by 2026; contributing to ensuring social security and improving the quality of life for urban residents.

Quang Ninh also focuses on improving the quality of urban governance, promoting digital transformation, building a digital government; providing full-process online public services; strengthening discipline and order in construction and urban areas, using the satisfaction of citizens and businesses as a measure of management effectiveness.

Based on the province's general direction, localities proactively concretize their tasks. In Dong Trieu ward, in 2026, the ward will focus on upgrading and renovating internal ward roads; completing the drainage system in residential areas to overcome localized flooding; beautifying neighborhoods in a way that harmonizes infrastructure, landscape, and urban order; strengthening land management, construction order, and applying digital transformation in administration.
