
Located at the northeastern gateway of the country, Lang Son has a particularly strategic position in terms of national defense and security, and serves as an important economic bridge on the Trans-Asian corridor. In the context of increasingly deep international integration, no longer confined to purely border management, Lang Son has proactively established and maintained relationships with foreign partners from the local level to international organizations, non-governmental organizations, and foreign representative offices in Vietnam.
Strengthening relationships with traditional partners.
For Lang Son province, friendly and comprehensive cooperation with the Guangxi Zhuang Autonomous Region (China) has always been a top priority and is of great importance to the stability and development of the locality. Therefore, for many years, the province has consistently maintained friendly relations and cooperation in many fields with this traditional and strategic partner.

Annually, the Provincial Party Committee and the Provincial People's Committee direct the organization of exchange activities, contacts, and meetings between high-ranking leaders of the two provinces/regions, between Party committees, departments, agencies, and border districts and towns to exchange and promote cooperation through various forms: talks, meetings, telephone calls, etc., while maintaining visits and greetings on holidays, national anniversaries, and important political events of Vietnam and China.
Notably, during the 2021-2025 period, Lang Son successfully coordinated and organized five Spring Meetings between the Party Secretaries of four border provinces of Vietnam and the Party Secretaries of Guangxi Zhuang Autonomous Region (China), as well as five Joint Working Committee Conferences. Simultaneously, the province promptly issued directives and implementation plans for the Memorandum of Understanding on Friendship and Cooperation, the Minutes of the Meetings, the Joint Communiqué, and action plans under the theme "Joining Hands to Contribute to Building a Strategically Significant Vietnam-China Community with a Shared Future." In 2026, Lang Son will continue to successfully coordinate and organize the Spring Meeting between the Party Secretaries of five provinces and cities of Vietnam and the Party Secretaries of Guangxi Zhuang Autonomous Region (China), and the 17th Conference of the Joint Working Committee.

From 2021 to the present, Lang Son has promoted cooperation with the Guangxi Zhuang Autonomous Region (China) to effectively implement the common understandings and cooperation agreements signed between the two sides, focusing on: investing in connecting transportation infrastructure in the Trans-Asian economic corridor; opening and upgrading border gate systems; improving customs clearance capacity and developing logistics infrastructure to serve border trade and cross-border tourism; cooperating in border management and combating cross-border crime...
Notably, in the development of border economic zones, cooperation between the two sides has achieved breakthroughs thanks to the Framework Agreement on promoting the pilot construction of smart border gates between Vietnam and China, signed in 2023. To date, this process is being accelerated with impressive milestones: the inauguration of the dedicated road for goods transportation in the area of border markers 1119 - 1120 (Huu Nghi - Huu Nghi Quan); and the launch of the smart border gate in the area of border markers 1088/2 - 1089 (Tan Thanh - Po Chai).
For example, in tourism development, both sides have strengthened cooperation to promote the construction of the Van Lang (Vietnam) - Bang Tuong (China) cross-border tourism cooperation zone, operating a "2-day, 1-night" tour program for tourists using travel permits... In border management and crime prevention across the border, the functional forces of both sides strictly implement the three legal documents on land borders, promptly detecting and handling arising incidents in a spirit of cooperation and friendship. The functional forces of both sides also effectively coordinate in combating drug trafficking, human trafficking, and high-tech crimes... thereby building a peaceful, secure, and stable border.
Expanding the scope of global cooperation.
Besides Guangxi, Lang Son has recently expanded its cooperative relations with several Chinese localities such as Yunfu City (Guangdong Province), Hefei City (Anhui Province), and Jixi City (Heilongjiang Province)... In particular, along with consolidating and promoting cooperation with traditional partners, Lang Son has proactively engaged in exchanges and cooperation with other foreign partners such as Japan, South Korea, the United States, France, Australia, Russia, India, Singapore, and Thailand...; international economic and financial organizations such as the World Bank (WB) and the Asian Development Bank (ADB); and foreign representative offices and organizations such as the Japan International Cooperation Agency (JICA) and the Korea International Cooperation Agency (KOICA)... This aims to diversify resources to support socio-economic development and improve the lives of the people.

The province's proactive approach to expanding international cooperation is evidenced by its organization of numerous delegations of key leaders to work and promote cooperation and investment abroad, as well as welcoming many delegations from partner countries to visit and work in the locality. From 2021-2025, the province sent 211 delegations to promote investment and learn from the experiences of developed countries. Notable examples include the delegation to Australia to promote cooperation in trade, investment, and survey urban tourism development models linked to environmental protection; and the delegations to the Netherlands and Denmark to promote cooperation in sustainable agriculture, green transformation, and tourism. Conversely, Lang Son has welcomed 422 delegations to work and explore cooperation opportunities, including ambassadors from France, the United States, South Korea, Japan, India, Singapore, etc. The province also consistently pays attention to and creates favorable conditions for foreign partners and businesses to survey and seek cooperation and investment opportunities in the locality. At the same time, actively participate in local promotional activities organized by the Ministry of Foreign Affairs and diplomatic missions, such as the "Meeting Korea" and "Meeting Japan" events.
Proactively establishing and expanding international cooperation has yielded positive results, attracting additional resources to serve local socio-economic development. For example, in the economic sector, the province currently has 22 active foreign direct investment (FDI) projects with a total registered capital of US$417.32 million, making a significant contribution to the budget and job creation. Lang Son is accelerating land clearance and infrastructure investment in the VSIP Lang Son Industrial Park and several other industrial clusters to be ready for operation in 2026, creating favorable conditions for attracting more FDI. In addition, from 2021-2025, Lang Son received 18 projects and foreign non-governmental aid totaling over US$3 million; from this, many programs in healthcare, education, etc., have been implemented, contributing to ensuring social welfare in the province.
Taking foreign affairs work to a deeper level.
In the documents of the 14th National Congress, the Party affirmed the consistent implementation of an independent, self-reliant, self-strengthening, peaceful, friendly, cooperative, and developmental foreign policy, multilateralizing and diversifying foreign relations. In accordance with the Party and State's guidelines and policies on promoting foreign affairs and international integration, the Lang Son Provincial Party Committee directs all levels and sectors to continue proactively and comprehensively implementing foreign affairs work in the province to maximize the province's potential and advantages, proactively integrate, and make the best use of favorable domestic and international conditions to bring about comprehensive, rapid, and sustainable development in Lang Son, improve the lives of the people of all ethnic groups in the province, ensure national defense and security, maintain national sovereignty and territorial integrity; and enhance the position and promote the image of Lang Son province to the world.
![]() In recent years, the Department has actively advised the province to promote cooperation in the fields of culture, sports, and tourism with Guangxi (China). Notably, in the tourism sector, the two sides have agreed to implement a "2-day, 1-night" tour program using travel permits; as a result, the number of tourists visiting tourist destinations on both sides has increased. Currently, the two sides are continuing to cooperate in developing tourist routes that meet the needs of tourists, and international travel agencies from both sides are also working closely together to transport tourists across the border. The promotion of cross-border tourism cooperation has contributed to attracting tourists to Lang Son. In 2021, Lang Son welcomed over 1.6 million visitors, including 17,000 international tourists. By 2025, the province aims to welcome 4.4 million visitors, including 300,000 international tourists. In the first six months of this year, the total number of tourists to Lang Son was over 4.1 million, including 176,000 international tourists. |
Ms. Tran Thi Van Thuy, Deputy Director of the Department of Foreign Affairs, stated: In the context of the country entering a new stage of development, the department continues to advise the province on directing the implementation of foreign affairs work towards greater depth, effectiveness, practicality, proactiveness, and positive international integration. The focus is on promoting and expanding friendly relations and cooperation with Guangxi and other localities of China; developing friendly relations and cooperation with localities of countries with traditional ties; ASEAN countries, Japan, South Korea, Australia, France, Russia, the United States, etc.; and strengthening relations with international organizations and foreign diplomatic missions in Vietnam. This aims to promote the province's potential and strengths; and attract resources to serve the socio-economic development of the locality.
The achievements Lang Son has made in international cooperation in recent years are a testament to the keen thinking and creative application of the Party's foreign policy to the specific characteristics of a border province. Entering a new stage of development with intertwined opportunities and challenges, Lang Son expects to continue making even stronger breakthroughs, thereby affirming its role and position as a dynamic gateway and a bright spot on the national map of foreign relations and international integration.
During the period 2021-2025, Lang Son province signed and authorized provincial agencies to sign a total of 66 international agreements, including 7 agreements at the Party Committee level, 6 agreements at the provincial level, and 53 agreements at the departmental and district levels. In the first six months of 2026, the Provincial Party Committee and the Provincial People's Committee signed 4 cooperation agreements with partners; and authorized provincial agencies to sign 4 international agreements. |
