A "miracle" in infrastructure investment and construction.

The conference was held in person at the Vietnam Electricity Corporation ( Hanoi ), and online to 9 provinces and cities through which the power line passes (Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh) and 63 power companies nationwide.

At the conference, leaders of the Vietnam Electricity Group (EVN) stated that the 500 kV transmission line project, circuit 3, Quang Trach – Pho Noi (500 kV transmission line project, circuit 3), is being implemented by the National Power Transmission Corporation (EVNNPT) as the investor. The project has a total length of 519 km, 1,177 tower locations, 513 spans, and passes through 211 communes/wards in 43 districts across 9 provinces, with a total investment of over 22,300 billion VND. This is a key, urgent project of great importance to improve the operational stability of the power system, enhance electricity supply to the North in 2024 and subsequent years, and contribute to ensuring national energy security. Under the decisive and close direction of the Government and the Prime Minister , and with the attention and support of ministries, localities, and the people, EVN/EVNNPT has resolutely and diligently completed the energization of the 500kV transmission line projects (circuit 3) in just over 6 months of construction, instead of the usual 3-4 years.

The completion of this project, with its enormous workload, involving numerous ministries, departments, localities, and households, within a historically short timeframe, offers valuable lessons not only for the power industry but also for future large-scale national projects, particularly in investment procedures; land and forest use conversion; site clearance; procurement of materials and equipment; mobilization of resources and personnel; and construction organization.

In particular, the time taken to prepare and submit the investment policy/amendment plan was only about 5 months. This is a record short time compared to projects of similar scale, and represents a reduction of 1.5-2 years. The project spans 9 provinces, with an area of ​​approximately 183 hectares requiring land compensation and clearance, affecting 5,248 households and 96 organizations, achieving a record pace that contributes to the success of the projects.

In particular, within just 6 months of construction, thanks to the efforts of EVN/EVNNPT, contractors, and supporting forces, they completed 2.54 million m3 of earth and rock excavation; poured 705,000 m3 of various types of concrete; fabricated 69,800 tons of foundation reinforcement; erected 1,177 steel poles with a total weight of 139,000 tons; and laid and tensioned 13,983 km of various types of wires.

At the conference, leaders from various ministries, sectors, and localities all agreed that the "miracle" in infrastructure investment and construction mentioned above was due to the decisive attention and direction of the Prime Minister, Deputy Prime Ministers, leaders of many ministries and sectors, and the involvement of local authorities and people. This included decisive, scientific, and creative management, operation, and implementation; the mobilization and concerted efforts of the entire political system and participating forces; effective public relations and communication; and especially the close, decisive, and timely resolution of difficulties and obstacles arising during the project implementation.

Many lessons have been learned.

The commissioning of the 500 kV Quang Trach – Pho Noi circuit 3 project is of particular importance in many aspects, including economic, political, social, and national security and defense. In particular, the project has strategic significance in ensuring electricity supply in the North and national energy security in general. The project connects the economy and regions; it creates widespread and synchronized connections, improving the efficiency of the national power transmission system…

Speaking at the conference, Prime Minister Pham Minh Chinh expressed his emotion at the growth and maturity of the electricity sector, with high growth rates, no incidents or power shortages, meeting the development requirements of the country; through the power supply and the success of the 500 kV circuit 3 transmission line project, the image of electricians has been enhanced in the hearts of the people.

Emphasizing the project's particularly important significance for the country's energy security, on behalf of the Government, Prime Minister Pham Minh Chinh respectfully thanked, acknowledged, and highly appreciated the efforts and contributions of the officials, employees, and workers of the electricity sector; Party committees, authorities at all levels, and the people in the areas where the power line passes through; the Vietnam Fatherland Front; the police and military forces; political and social organizations such as the Vietnam Federation of Labor, the Youth Union, the Women's Union, the Veterans Association; news agencies and press; businesses and other relevant entities in making the project a success.

Speaking about the significance of the success of the 500kV circuit 3 transmission line project, the Prime Minister affirmed: Nothing is impossible if there is determination, the courage to think, the courage to act, and the knowledge to do things. The project contributes to enhancing the role, position, and prestige of the electricity sector in the hearts of the people and domestic and foreign businesses; it contributes to consolidating confidence, competence, intelligence, and creativity; learning from experience as we go, gradually expanding, without striving for perfection or rushing.

Regarding lessons learned, the Prime Minister stated that the project's success stemmed from leveraging the strength of national unity; mobilizing the power of the entire political system; ensuring the leadership of the Party, with the view that resources originate from thinking and vision, motivation from innovation and creativity, and strength from the people and businesses. Simultaneously, it was crucial to promptly address institutional obstacles; to ensure clear thinking, high determination, great effort, decisive action, focused and targeted work, and thorough completion of each task. This was coupled with clear assignment of responsibilities, tasks, timelines, expected results, and deliverables, along with increased supervision and inspection to ensure progress, quality, and aesthetic standards of the project, preventing cost overruns, and combating corruption and waste.

The Prime Minister requested continued restoration; final settlement of accounts, completion of documentation, and acceptance of the project; continued care for the lives of people who have given up their land for the project; and recognition and rewards for collectives and individuals with outstanding achievements and contributions to the project.
