In Khanh Hoa province, land clearance and infrastructure preparation are being accelerated to begin construction of the project. This is a crucial turning point, shaping the base power structure and ensuring national energy security.
Article 1: Khanh Hoa is ready for the project.
Since the beginning of this year, when the Government assigned the task of land clearance, Khanh Hoa province has urgently implemented many tasks to ensure the timely handover of land for the Ninh Thuan 1 and 2 nuclear power plants by December 31, 2025. This is not just an energy project, but also a strategic turning point, shaping the national power structure, ensuring energy security, and opening a new chapter for the country's development.
The highest level of political effort
On April 1, 2025, the Prime Minister issued Document No. 381/TTg-CN, assigning the Vietnam Electricity Group (EVN) and the Vietnam National Energy Industry Group (Petrovietnam) as the investors for nuclear power projects 1 and 2. Simultaneously, the People's Committee of Khanh Hoa province was tasked with implementing the component projects for resettlement, relocation, and land clearance within its authority. Accordingly, the province inherited all previous preparatory work and coordinated with the investors to review and adjust accordingly, ensuring timely progress.
Subsequently, on August 22, 2025, the Government issued Resolution No. 249/NQ-CP on the plan to implement Resolution No. 189/2025/QH15 dated February 19, 2025, of the National Assembly, which stipulates a number of special mechanisms and policies for investment in the construction of the Ninh Thuan 1 and 2 nuclear power projects. In this resolution, the People's Committee of Khanh Hoa province was assigned the task of presiding over the resettlement and land clearance project, striving to complete the handover of the land in 2025.
Based on this, the People's Committee of Khanh Hoa province established a provincial-level steering committee and specialized working groups, and conducted a review of the current land, population, and socio-technical infrastructure in the project area. The province agreed on the principle of "clear tasks - clear milestones - clear responsibilities," publicly disclosing progress, coordinating inter-agency efforts, and resolving obstacles on a daily basis. This is a prerequisite to ensure that the land handover to the investor is completed as committed.
According to the People's Committee of Khanh Hoa province, the total land area to be acquired for the Ninh Thuan 1 and 2 nuclear power plant projects is over 1,130 hectares; of which the core area of the two plants accounts for 815 hectares. A total of 1,153 households with 5,229 people are affected. The total capital for land clearance, relocation, resettlement, and agricultural development for the two projects is estimated at approximately 12,392 billion VND; of which, the central government has only allocated about 3,236 billion VND.
The Ninh Thuan 1 Nuclear Power Plant area (Phuoc Dinh commune) has a total land acquisition area of 485.54 hectares. Currently, the province has completed the inventory of all 491 households and 6 organizations, and is reviewing land ownership for 45 households (corresponding to 48.57 hectares), and is proceeding with public posting. The resettlement area covers 65.62 hectares (an increase of 24.2 hectares compared to the previous decision), and land ownership has been determined for 72 out of 91 households.
According to Mr. Tran Ngoc Binh, Chairman of the People's Committee of Phuoc Dinh commune, there has been no official conclusion yet regarding whether the safe zone for residents from the factory fence is 500m or 1,000m. However, the People's Committee of the commune is still urgently carrying out land clearance according to the 500m mark.
The Ninh Thuan 2 Nuclear Power Plant area (Vinh Hai commune) has a total area of 643.6 hectares. Currently, the province has inventoried 534 households and 3 organizations; is reviewing land ownership for 30 households and has met the compensation criteria for 2,031 out of 2,992 graves. The resettlement area has completed the inventory of 202 households on 45 hectares; the upgraded residential area has completed the inventory of 59 households and 3 organizations.
Ms. Dao Thi Loan, Vice Chairman of the People's Committee of Vinh Hai commune, shared that the workload is enormous, involving hundreds of households and various types of land, including land within the Nui Chua National Park. The commune has to both verify land ownership and coordinate the relocation of graves, as well as develop resettlement plans in accordance with new regulations on nuclear safety. Currently, the commune is coordinating with the Fatherland Front and other organizations to understand the concerns of the people, reporting any unclear issues immediately to the province for resolution, thus avoiding information gaps.
Implementing the plan while simultaneously addressing obstacles.
Since May, a series of government and inter-ministerial working groups from the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Science and Technology, and the National Assembly's Committee on Science, Technology and Environment have been working continuously with Khanh Hoa province to resolve key issues regarding the mechanism for allocating funds for land clearance, resettlement policies, procedures for handing over cleared land, coordination of international negotiations, and technical preparation.
Based on this, Khanh Hoa province commits that the decision approving specific land prices will be issued by the province this October, serving as the basis for implementing compensation and support for affected households. The verification of land ownership and public posting in Phuoc Dinh and Vinh Hai communes will be completed in the fourth quarter of 2025.
Simultaneously, resettlement areas will be developed comprehensively, integrated with social infrastructure such as schools, health centers, cultural facilities, etc., ensuring that people after relocation have better living, learning, and living conditions than in their previous homes.
According to Mr. Ho Xuan Ninh, Director of the Khanh Hoa Department of Industry and Trade, land clearance still faces obstacles due to legal issues such as inconsistent regulations on nuclear safety distances; limited human resources at the commune level causing delays in processing applications, especially after administrative unit reorganization; and a shortage of funding from the central government.
To ensure the project proceeds on schedule, the People's Committee of Khanh Hoa province has requested the Government to adjust and resolve several issues, such as: directing the Ministry of Industry and Trade and the investors (EVN, Petrovietnam) to promptly report to the Prime Minister for consideration of adjusting the investment policy for the Nuclear Power Plant 1 and 2 projects, ensuring the legal basis (especially land acquisition procedures) for the locality to implement and complete land clearance in accordance with the Prime Minister's directives;
In addition, the province requested the early allocation of the remaining 9,156 billion VND from the central government budget (in addition to the province's public investment plan) to support resettlement; and authorized the Chairman of the Provincial People's Committee to approve adjustments to the resettlement project for nuclear power plant projects. Khanh Hoa province also requested the Prime Minister to direct the Ministry of Science and Technology to promptly standardize regulations on safe distances from residential areas; and to guide localities in determining safe distances for land clearance…
During his working visit at the end of September, Deputy Minister of Finance Nguyen Duc Tam emphasized that land clearance work must be completed within days and must not be delayed. This is a particularly important project, so all procedures need to be expedited, with specific responsibilities assigned to each level and unit.
Mr. Le Quang Huy, Chairman of the National Assembly's Committee on Science, Technology and Environment, affirmed that the National Assembly will work alongside the Government and localities to remove special mechanisms regarding land, finance, resettlement, etc., ensuring that projects are implemented smoothly, in accordance with regulations and on schedule.
Despite facing some human resource challenges after the merger, Mr. Trinh Minh Hoang, Vice Chairman of the People's Committee of Khanh Hoa province, stated that the province considers land clearance and handing over clean land to the project investor according to schedule as a particularly important political task requiring maximum resources and political effort. The province has committed to the Government to hand over clean land by December 30, 2025.
