The overall goal of the Project is to develop the agricultural sector sustainably in the direction of increasing added value to implement the goals and tasks in the Project to restructure the agricultural sector associated with new rural construction; Gradually complete the Nam Ninh irrigation system to serve socio-economic development for communes in Nam Truc, Truc Ninh, Nghia Hung districts and part of Nam Dinh city; Minimize damage caused by the impacts of climate change, stabilize production, and improve people's lives.

The specific goal of the Project is: Renovating and solidifying the canal system and works on the Chau Thanh - Rong canal, about 34,6km long, ensuring irrigation for 6.090 hectares of 17 communes in Nam Truc district, 2 commune in Nam Dinh city. New construction of the Rong pumping station ensures water drainage for 16.282,97 hectares of Rong 1, Rong 2 drainage basins and the southeast drainage basin of the Nam Ninh irrigation system using dynamic drainage solutions with a total drainage flow of about 115 m3 /s combined with spontaneous diarrhea.

Renovating and upgrading Ninh Hai canal, Nghia Hung district with a length of 10,55km and 9 culverts under the dyke to ensure irrigation for about 3.312 hectares and drainage for about 3.832 hectares of cultivated land and serve people in Nghia Hung district. . The project is expected to have a total investment of 2.963,65 billion VND, equivalent to 125,45 million USD, of which ADB's OCR loan is 94,66 million USD, equivalent to 2.236,37 billion VND; Counterpart capital is 727,28 billion VND, equivalent to 30,79 million USD.
