The project remains unfinished after 17 years.

The project to build a road leading to the Nam Thang Long Industrial Park - Phase 1 (connecting from the extended Hoang Quoc Viet road) in Bac Tu Liem district was launched in 2008, but remains unfinished to this day, seriously affecting the lives of residents in Thuy Phuong and Co Nhue 2 wards.

Construction on the access road to the Nam Thang Long Industrial Park - Phase 1 (Bac Tu Liem District) has been halted.

On March 24th, a reporter from HanoiMoi Newspaper visited the project area, which is 2.2km long. No land clearance or construction activities were taking place.

According to residents of Co Nhue 2 ward, construction on this road started in 2008 but stopped a long time ago. Many sections of the road are low-lying, and when it rains, they are flooded to a depth of 30cm, with weeds growing abundantly.

In particular, the 600-meter stretch from Vien Street to Tay Thang Long Street, passing through three residential areas (2, 3, and 4) of Co Nhue 2 Ward, is always in a dilapidated and makeshift state. The road surface is riddled with potholes and uneven terrain, mostly consisting of soil, with some areas higher and others lower, making it difficult for vehicles to pass. Both sides of the road have been occupied by food stalls and parking areas for cars and motorbikes. Many vacant plots of land have been dug up without warning signs, posing a danger to pedestrians. Some sections of this road have even become garbage dumping grounds, causing unsanitary conditions and environmental pollution.

Notably, after every rain, this road is flooded for extended periods. Residents have to hire people to clear the drains and unclog the waterways themselves to facilitate easier travel and daily life.

Ms. Tran Thi Ha, a resident of residential group No. 3, Co Nhue 2 ward, said: "During meetings with voters, residents have repeatedly petitioned and expressed their desire for the project to be quickly implemented so that people's lives can be stable. However, to date, the project shows no signs of restarting."

Speaking with a reporter from Hanoi Moi Newspaper, Hoang Manh Cuong, Chairman of the People's Committee of Co Nhue 2 Ward (Bac Tu Liem District), said that the project to build a road into the Nam Thang Long Industrial Park - Phase 1 (connecting from the extended Hoang Quoc Viet road) is managed by the Bac Tu Liem District Investment and Construction Project Management Board. This project has been stalled for many years, affecting urban aesthetics and the lives of residents. Residents have repeatedly complained to the local authorities, and the People's Committee of the ward has submitted a written report to the People's Committee of Bac Tu Liem District, requesting the project's early implementation. According to information received by the ward, the project is currently on the list of projects with many difficulties that need to be resolved.

The first reason is that the approved road elevation is 0.3m to 0.9m lower than the surrounding existing elevation. Specifically, the project's design elevation is 6.4m to 6.5m, while the existing elevation is 6.8m to 7.35m. Therefore, the completed sections of the road are always flooded. The People's Committee of Bac Tu Liem District has requested the People's Committee of Hanoi City to allow an adjustment to raise the elevation of the entire road to approximately 7.0m to 7.2m to match the elevation on both sides of the road.

According to the Chairman of the People's Committee of Co Nhue 2 Ward, for areas where the road has been completed and is flooded, the authorities will inspect and reassess the structure to determine if it can still be used. If it cannot be used, or is only suitable as a road foundation layer, the Bac Tu Liem District Investment and Construction Project Management Board will request the Hanoi City People's Committee to allow adjustments to the road surface structure to ensure it meets standards.

Another reason for the project's delay is the land clearance issue. Currently, more than 10 households have yet to receive compensation and hand over their land, and ongoing complaints are being addressed by the relevant authorities.

Clearly, despite existing difficulties, leaving a project unfinished for 17 years is extremely unacceptable. The authorities in Bac Tu Liem district need to promptly resolve these long-standing obstacles to expedite the project's completion, avoiding waste and public dissatisfaction.
