
Construction in stages
The Happiness Lake Flower Garden project commenced in July 2024 to commemorate the 30th anniversary of the establishment of the former Kien An district. The project received investment approval from the City People's Committee in 2023 with a total investment of 79.97 billion VND (including 57.7 billion VND for land clearance); the implementation period is 2 years, 2024-2025.
To date, the project's construction unit has completed over 60% of the work (demolishing existing structures within the old Hanh Phuc Lake Flower Garden area; relocating some trees to conform to the approved design and planning; renovating the lake in the flower garden; expanding Phan Dang Luu and Cao Toan roads in the Hanh Phuc Lake Flower Garden area; constructing a water supply and drainage system).
The contractor is actively implementing the construction of the electrical system and garden lighting; building auxiliary facilities; planting more trees, etc.

According to the initial schedule, the Happiness Lake Flower Garden Project was expected to be completed earlier, but due to land acquisition issues, the project has been delayed. Specifically, more than 1,339 m² of land managed by Hai Phong Housing Management and Business Company Limited is located within the land acquisition boundary for the project. At that time, the company was leasing the land to 25 households. The company has notified the 25 households of the termination of their lease agreements as per regulations and handed over the entire land area within the land acquisition boundary for the project.
However, many households have not yet received compensation and support payments, and are refusing to hand over the land to the investor due to ongoing concerns about land use origins, compensation and support policies, and requests for land allocation with land use fees.
After numerous dialogues and responses to requests in accordance with legal regulations, but with the households still not agreeing to hand over the land, on April 10, 2025, the People's Committee of Kien An District (formerly) finally organized the forced land reclamation from households renting houses from Hai Phong Housing Management and Business Company Limited to implement the Hanh Phuc Lake Flower Garden project in Tran Thanh Ngo Ward.

By June 2025, the former Kien An district continued to enforce the eviction of land within the project's acquisition boundary. The land, measuring over 43 square meters , was under the management of the Tran Thanh Ngo Ward People's Committee (formerly Kien An district) but had been illegally occupied by a household. During the land clearance process, the family disagreed with the compensation and support plan, refused to hand over the land, and made unfounded requests that could not be resolved according to the law. Therefore, the local authorities were forced to enforce the eviction to proceed with the project.
According to the Kien An District Project Management Board, to ensure progress, the unit requires the contractor to implement a phased construction solution, starting work as soon as the land is available. However, it is not until June 2025, when the entire site is handed over, that the contractor will be able to fully utilize manpower, machinery, and equipment to accelerate the project's construction progress.

Add more public amenities.
In April 2025, the People's Committee of Kien An District (formerly) issued Decision No. 768/QD-UBND approving the Project for the Supplementation and Improvement of Amenities in the Happiness Lake Flower Garden with a total budget of nearly 20 billion VND. Accordingly, the project to supplement and improve the amenities of the flower garden on an area of approximately 2 hectares includes: demolishing the island in the middle of the lake and the surrounding embankment and railings; dredging the lakebed and treating the lake water; constructing a reinforced concrete embankment around the lake; installing railings combined with lighting poles and surface-facing lights. Notably, the project also includes the construction of a boat dock, the installation of 4 fireworks display light poles, and various sports and fitness equipment within the flower garden.
Currently, the contractor is working on additional project items including: reinforcing concrete piles around the lake, constructing a boat dock, etc. Due to the rainy season, construction progress is being affected by unfavorable weather conditions that disrupt outdoor work, damage materials and equipment, cause flooding, landslides, and transportation difficulties.

According to Nguyen Phong Doanh, Chairman of the People's Committee of Kien An Ward, the Happiness Lake Flower Garden is an important project aimed at beautifying and upgrading the central urban area, creating landscapes and public welfare facilities with high cultural value. This will improve the quality of life for people in the inner city and contribute to the modernization and development of Kien An Ward, giving it a green, civilized character and identity, helping to fulfill the criteria for a Class 1 urban area in Hai Phong City.
Therefore, Kien An ward, in coordination with the Kien An Area Project Management Board, is actively urging the contractor to overcome the heat and rain to fulfill its commitment to complete the project before October 31, 2025.
