Ms. Nguyen Thu Thuy, Director of Higher Education Department, Ministry of Education and Training , said that the drafting committee for the admissions regulations will submit a proposal to the Ministry of Education and Training to abolish early admissions.

At the career guidance and university/college admissions fair for 2025 held at Ho Chi Minh City University of Technology and Education on January 5th, Ms. Nguyen Thu Thuy, Director of Higher Education Department , Ministry of Education and Training, stated that the Ministry plans to abolish early admissions.

Ms. Nguyen Thu Thuy analyzed that, with the current admissions support system, even with early consideration, candidates still have to enter all their preferences into the system according to the plan of the general admissions round after graduating from high school. Ultimately, candidates only get accepted into one single preference, at one single school.

Meanwhile, early admissions are costly for universities. Candidates also spend a lot of time and money registering with universities, although this may alleviate some of the psychological pressure.

The original goal of early admissions (such as direct admission or priority consideration) was to recruit outstanding and talented candidates. However, the early admissions process currently implemented by universities largely benefits weaker students, as students with average or below-average grades can still apply and be admitted early to many schools. Furthermore, early admissions have long been disadvantageous and unfair to candidates who are unable to participate in separate entrance exams or obtain certifications.

According to Ms. Thuy, after receiving feedback from experts and teachers, the Admissions Regulations Drafting Committee will submit a proposal to the Ministry of Education and Training to abolish early admissions. The concept of early admission here refers to admissions conducted before the high school graduation exam.

In the general admissions process following the high school graduation exam, universities can use all admission methods, such as considering academic transcripts, graduation exam scores, scores from individual exams, etc. Currently, the Ministry's general system is complete and fully meets the requirements for university admissions using all methods.

Previously, the draft regulations on admissions that the Ministry is currently seeking feedback on stipulated that schools could only conduct early admissions for 20% of their quotas.

The concept of early admission refers to admission rounds that take place before the Ministry's high school graduation exam. Many schools organize early admissions using methods such as reviewing academic transcripts, international certificates, aptitude and thinking test scores, or a combination of criteria.

In recent years, early admissions have become quite competitive at top universities; however, many schools also accept very low entrance scores during these rounds.

According to Nguyen Thu Thuy, Director of Higher Education, the Ministry plans to add a quality assurance threshold (minimum score) based on high school graduation exam scores for the Health and Education sectors. This adjustment will create more favorable and fair conditions for independent candidates. Previously, in the draft admission regulations that the Ministry is currently seeking feedback on, the minimum score for these sectors was based solely on academic transcripts.

Another technical change is that universities must have a way to convert scores from all admission methods to a common scale or equivalent admission score.

At that time, there would no longer be quota limits for each admission method; instead, students would be selected based on scores from highest to lowest across all methods. The Ministry also stipulated that when universities develop admission combinations for a particular major or program, they must include a certain number of common subjects, which are core skills and competencies relevant to that major.
