Over the years, family affairs have always received special attention and focus from all levels and sectors in the province. Through intensified propaganda, the replication of exemplary models, and the promotion of the movement to build cultured families, this work has created strong changes from awareness to action, contributing to building a solid foundation for a civilized and happy society.

Recognizing that communication is a regular and crucial factor in creating strong changes in family planning, all levels and sectors in the province have proactively engaged and implemented many solutions in a coordinated manner.
Diverse forms of propaganda
Ms. Le Hai Yen, Deputy Director of the Department of Culture, Sports and Tourism, said: “As the standing agency of the Steering Committee for the movement “All people unite to build a cultured life” and the Provincial Family Movement, the Department has proactively coordinated closely with relevant agencies, units and member sectors of the Steering Committee to strengthen the implementation of this work; guiding and urging communes and wards to synchronously implement the movement “All people unite to build a cultured life”. The focus is on improving the quality of the assessment for the title “Cultured Family”; closely linking the awarding of the title with the results of implementing civilized lifestyles in weddings and funerals, maintaining security and order, protecting the environment and building a cultured life in residential areas. Especially during peak periods such as International Happiness Day (March 20), the National Action Month for the Prevention and Control of Domestic Violence (June) and Vietnamese Family Day (June 28), many activities will be organized to attract participation.” This initiative aims to empower the people to proactively uphold and promote ethical values, lifestyles, and good conduct within the family, thereby contributing to the development of cultured families and a civilized society.
Accordingly, relevant agencies, especially the media, have focused on promoting this content through mass media; mobile propaganda, visual promotion; hanging banners and slogans in densely populated areas; and disseminating information through social media...
From 2025 to the present, nearly 200 news articles and reports on domestic violence have been broadcast on television; 760 direct communication sessions have been organized by women's unions at all levels; 25 intensive training courses on traditional moral values, rights and obligations of family members have been conducted; and nearly 300 regular meetings at clubs for preventing and combating domestic violence have been maintained, thereby contributing to raising awareness about preserving culture within each family. In particular, to improve the quality of the movement, the application of information technology and digital transformation in the family sector has been strongly implemented by localities through the use of social networks, Zalo groups, Facebook, etc., to quickly disseminate legal knowledge and information on preventing and combating domestic violence.
Alongside this, the province has consistently prioritized the effective implementation of building and replicating models of happy families and domestic violence prevention and control. To date, the province maintains 102 family work models (including 65 domestic violence prevention and control models and 37 independent models), 510 "Sustainable Family Development" clubs, 226 "Happy Family" clubs with 5,650 members, and 5 models supporting child safety skills. In addition, the community support network is also actively operating with 510 domestic violence prevention and control groups and over 1,124 trusted addresses, contributing to the strong role of the family in society.

For example, in Van Lang commune, the movement to build happy families has spread widely through meaningful thematic activities from 13 happy family clubs, 6 sustainable family development clubs, and 11 cultural and gender equality family clubs in the area. Ms. Nong Thi Thao, Deputy Head of the Culture and Social Affairs Department of Van Lang commune, said: "These clubs have become a place to connect and help people change together from the smallest things such as maintaining general hygiene, taking care of children's schooling, to spreading filial piety and mutual support for economic development. The most obvious effect is that the appearance of villages is increasingly improving, the spiritual life of the people is more connected, contributing to bringing the percentage of cultural families in the whole commune to 88.6% in 2025." (an increase of 2% compared to 2024).
Spreading positive values
Besides propaganda work and building model clubs, all levels and sectors in the province have also proactively implemented the Code of Conduct in the Family; replicated exemplary models and model families, and effectively carried out the evaluation of culturally exemplary families.
Currently, the implementation of the Code of Conduct in the Family has been expanded to 100% of communes and wards in the province. Through the implementation and expansion of the code of conduct, people's awareness and actions have significantly changed regarding the preservation and promotion of moral values, lifestyles, and good conduct.
As one of the exemplary households, Mr. Duong Cong Co (Tham Pat village, Bac Son commune) shared: “My family has three generations with five members living together. Initially, I and many others in the village were quite unfamiliar with the Code of Conduct for Families, not knowing what it was or how it would work. But since receiving specific guidance and information from officials, everyone understands and wholeheartedly implements it. With a common benchmark, each member consciously improves their awareness, thus fostering love and care within the family.”
Notably, the process of evaluating and awarding the title of "Culturally Exemplary Family" has also been reformed towards a more democratic and transparent approach, with close supervision from the community and the Fatherland Front Committee to ensure genuine quality. As evidence of this reform, Ms. Hoang Thuy Ninh, Head of the Culture and Social Affairs Department of Ky Lua Ward, stated: “Currently, the evaluation of culturally exemplary families is conducted through open discussions in residential areas, allowing the people to directly supervise. Simultaneously, the ward implements a ‘cross-assessment’ model between residential areas’ and publicly posts the lists on community Zalo groups. Thanks to the increased application of digitalization and transparency, the evaluation results accurately reflect reality and create a high level of consensus among the people. By 2025, the percentage of culturally exemplary families in the ward will reach 95%.”

Proactive propaganda, innovative management methods, and the effective maintenance of models have contributed to raising awareness among all segments of the population about the position and role of the family. As a result, the percentage of families achieving the "Cultural Family" title in the province has increased year by year. Specifically, by 2025, the entire province will have 177,406 out of 205,621 households achieving the "Cultural Family" title, accounting for 86.2% (an increase of 2.4% compared to 2024). This is a solid foundation for promoting fine traditional values and affirming the family's role as the basic unit in maintaining the stability and sustainable development of society.
In the coming period, the Provincial Steering Committee for Family Affairs will continue to effectively carry out propaganda work, organize activities related to families, promote the role of member sectors in implementation; and promptly commend and reward individuals, collectives, and households with outstanding achievements in building happy and sustainable families.
