Along with ongoing transportation PPP projects, many new projects are also being accelerated in terms of investment procedures preparation for commencement of construction.


Efforts to open both routes by 2025.

More than a year has passed since the groundbreaking ceremony, and countless days have passed since the Deo Ca Group's leadership (the leading investor in the consortium) and its advisory board have been working tirelessly on the Dong Dang - Tra Linh project site to understand the reality on the ground and promptly devise appropriate construction plans.

According to Mr. Duong Duc Tuan, the project's director, on approximately 84km of land that has been handed over, contractors are simultaneously deploying 71 construction teams, with more than 1,500 personnel and over 700 vehicles and equipment.

As of March 2025, the project's output had reached nearly 2 trillion VND, equivalent to 19% of the contract value.

Taking advantage of favorable weather conditions, construction teams are continuing their work in shifts of 3 or 4 teams to ensure the road is open to traffic within 2025.

With the goal of opening the route this year, the Huu Nghi - Chi Lang expressway project is also receiving all-out efforts to accelerate its progress.

According to the project's business representative, 41 construction teams, over 1,000 personnel, and more than 500 machines and equipment are currently deployed along the entire route. Construction output has reached 775 billion VND, equivalent to nearly 12% of the contract value, basically meeting the set schedule.

Another project will begin construction in April.

Exactly one week after the Vietnam Road Administration issued a document requesting the acceleration of the investor selection process for the Dau Giay - Tan Phu expressway project, Mr. Nguyen Dinh Thang, Head of the General Planning Department of the Thang Long Project Management Board, said that the evaluation of the investor's bid documents has been completed and submitted to the Ministry of Construction for consideration.

According to information from the Vietnam Road Administration (Ministry of Construction), prior to the promulgation of the PPP Law (2020), the whole country had mobilized approximately 318,857 billion VND to invest in 140 BOT transport projects. Of these, the Ministry of Construction managed 66 projects, and local authorities managed 74 projects.

Following the effective date of the PPP Law, 17 projects are currently under construction or undergoing investment preparation procedures under the public-private partnership (PPP) model. Of these, the Ministry of Construction is the competent authority for one project (Dau Giay - Tan Phu).

After the Ministry approves the decision, the Vietnam Road Administration will be authorized to negotiate and sign the contract with the investor.

The procedures will be completed to start the project in April 2025. By the time the bidding opened, one consortium of investors consisting of two companies had submitted a bid.

Located along the Dau Giay - Lien Khuong expressway, the Tan Phu - Bao Loc expressway project is also undergoing final procedures to select an investor for implementation.

According to the Head of the Department of Economic and Investment Management of Construction (Ministry of Construction), the People's Committee of Lam Dong province has completed the procedures for assigning the investor to propose the project and prepare a feasibility study report, and assigning responsibilities to relevant departments and agencies.

To date, the documents for the feasibility study phase (environmental impact assessment, forest land conversion, etc.) have been submitted to relevant ministries and agencies for review, evaluation, and approval.

The Lam Dong Provincial People's Committee has also completed the procedures for surveying the interest of investors and lenders in the project.

Accordingly, one investor has expressed interest and submitted an application. The province has planned and added seven material mines and directed relevant agencies to review and advise on licensing procedures for exploitation under a special mechanism.

Adjacent to the Tan Phu - Bao Loc route, the Bao Loc - Lien Khuong project has also completed its feasibility study report and submitted it to the competent authorities.

According to the Ministry of Construction, the preparatory work for the project and the preparations for the groundbreaking ceremony are being carried out simultaneously by the Lam Dong Provincial People's Committee.

Based on the approved investment policy, the Lam Dong Provincial People's Committee has issued a document agreeing in principle to assign the consortium of investors proposing the project (T&T Group - FUTA Group - Phuong Thanh Consortium) to prepare the feasibility study report.

The province has also instructed the People's Committees of the districts and cities where the project passes through to prepare and proactively implement the land clearance sub-projects.

Mr. Vu Duc Nhan, Deputy General Director of Phuong Thanh Transportation Investment and Construction Joint Stock Company, said: "We have prepared everything so that as soon as the feasibility study report is approved, we will submit the bid documents together with the other units in the consortium."

Removing obstacles related to land and materials.

Assessing the situation, with little time remaining until the road is completed (end of 2025), the leaders of the Huu Nghi - Chi Lang project stated that although nearly 80% of the land in Lang Son province has been acquired, some areas still face obstacles due to overlapping land areas already compensated since 2018 with newly added land.

In addition, many locations have perennial trees planted on production forest land, making compensation difficult due to discrepancies in unit prices (approximately 15-20 times higher).

This requires local authorities to intensify efforts to raise awareness and encourage people to accept compensation based on provisional decisions, and to expedite the approval of compensation and resettlement support plans in the first quarter of 2025.

Similarly, at the Dong Dang - Tra Linh project, out of a total land area of ​​over 84km with many remaining undeveloped sections, the project enterprise has requested the local authorities to hand over a cleared site in the first quarter; and to expedite procedures for adding material quarries and waste disposal sites. These are prerequisites for opening the route in 2025.

Although not officially launched yet, land acquisition and materials are two major issues identified by the Thang Long Project Management Board.

Besides the risks related to land clearance, when all three projects—Dau Giay - Tan Phu, Tan Phu - Bao Loc, and Bao Loc - Lien Khuong—are implemented, the demand for materials may surge, leading to shortages of stone and high prices.

"Specifically in the Dau Giay - Tan Phu project area, there are currently no licensed soil mines in operation, only soil mines included in the planning."

"During implementation, the supply of earth materials may be delayed if the licensing procedures are time-consuming," observed Mr. Nguyen Dinh Thang, Head of the General Planning Department (Thang Long Project Management Board).

The Huu Nghi - Chi Lang border gate expressway project is 60km long, comprising: the Huu Nghi - Chi Lang expressway section, 43km long with 4 lanes, and the connecting section between Tan Thanh and Coc Nam border gates, 17km long with 2 lanes. The total investment is over 11,000 billion VND, with expected opening in 2025 and completion in 2026.

Phase 1 of the Dong Dang - Tra Linh expressway project has a total length of over 93km, passing through the provinces of Lang Son and Cao Bang.

In Phase 1, the roadbed width for typical sections is 17m, with 4 limited lanes, while difficult sections will be invested in with a full 2 ​​lanes and a roadbed width of 13.5m.

The project has a total investment of VND 14,167 billion, is expected to open to traffic in 2025, and be fully operational in 2026.

The Dau Giay - Tan Phu expressway project has a total length of over 60km located in Dong Nai province. The total investment is nearly 9,000 billion VND, and it is expected to be completed in 2027.

The Tan Phu - Bao Loc expressway project has a total length of approximately 66km, passing through the provinces of Dong Nai and Lam Dong, with a total investment of approximately 17,200 billion VND, and is expected to be completed in 2026.

The Bao Loc - Lien Khuong expressway project (phase 1) has a total length of nearly 74km located in Lam Dong province, with a total investment of over 18,500 billion VND, and is expected to be completed and put into operation in 2027.
