Bringing smart healthcare to the grassroots level.

The Mu Cang Chai Regional Health Center has been implementing a comprehensive range of information technology solutions in its medical examination and treatment activities. Promoting digital transformation not only helps shorten waiting times and improve the quality of diagnosis and treatment, but also brings satisfaction to patients and aims to build a smart hospital model in the locality.

Previously, with traditional medical examination methods, each patient had to spend hours completing registration procedures and waiting for test results. Now, things are different. With just a chip-embedded citizen identity card or medical identification code, the entire process is completed quickly. Personal data and medical history are automatically displayed on the system, making it convenient for patients. 100% of the procedures for patient reception, examination, medication dispensing, and hospital fee payment at the Center are digitized, with data connected to social insurance and the national population platform.

Having suffered from diabetes for many years, Ms. Duong Thi Doi from Hamlet 1, Mu Cang Chai Commune, regularly visits the Center for routine health check-ups and monitoring. Ms. Doi shared: "Now that the hospital has implemented electronic medical examinations and treatment, I find it very quick and convenient. When going for an examination, I only need to bring my citizen ID card to complete the procedures."

In addition, the Center has invested in a modern automated testing system, digital X-ray machines, and ultrasound equipment, directly connected to management software to deliver results quickly and accurately. In particular, participation in the Telehealth platform allows doctors at the grassroots level to receive professional support from provincial and central hospitals, contributing to improved treatment effectiveness for many difficult cases.

Following the directives of the Lao Cai health sector regarding the development of smart hospitals, the Mu Cang Chai Regional Health Center has been implementing a specific roadmap, comprehensively digitizing management processes from personnel, finance, pharmaceuticals, medical supplies to record keeping. The electronic medical record system eliminates manual record-keeping while increasing accuracy and transparency. Specialized departments can share data and coordinate more effectively in patient care and treatment.

Starting the trial operation of the electronic medical record system on September 1, 2025, the Center has arranged the necessary technical infrastructure, equipping departments with computers, printers, and high-speed internet connections. The Center has also trained medical staff and administrative personnel on data entry procedures, data security, and the skills needed to use the electronic medical record management software. After half a month, the unit's electronic medical records system was officially recognized, marking a new milestone in improving the quality of medical examination, treatment, and healthcare for the people.

Ms. Pham Thi Thanh, Head Nurse at the Mu Cang Chai Regional Health Center, stated: "Implementing electronic medical records helps reduce administrative procedures, making it more convenient for patients to receive timely medical care and treatment. This activity also demonstrates the practical effectiveness of digital transformation in the hospital and increases patient satisfaction."

After one month of implementation, the electronic medical record system has been applied uniformly at the Center. All information related to patients is digitized and stored centrally, making it easy to search and update patient data promptly and accurately, minimizing errors compared to manual record-keeping.

Furthermore, the storage and sharing of medical history, test results, and diagnostic images between departments has given doctors a more comprehensive view of the patient's health status, leading to more accurate and timely diagnosis and treatment. The software also integrates features such as drug interaction alerts and follow-up appointment reminders, contributing to safer treatment.

Digital transformation at the Mu Cang Chai Regional Health Center is a crucial step in the modernization of primary healthcare, improving service quality and reducing administrative procedures. This also serves as a foundation for the Center to move towards building a smart hospital in the future, providing even better healthcare for the people.

In the first nine months of 2025, the Mu Cang Chai Regional Health Center received over 26,000 patients for examination and treatment, with over 90% of the procedures being carried out through the digital system; the patient satisfaction rate reached 95%.
