The National Target Program for Building New Rural Areas, implemented over the past years, has contributed to making Ninh Binh increasingly prosperous, civilized, and gradually becoming a livable rural area. This achievement is largely due to the exemplary role of cadres and Party members, who have led the way, connected with the people, fostered trust, consensus, and positive response.
In the dry winter sun, we visited Gia Thuy commune, a low-lying area of Nho Quan district, which has undergone a miraculous transformation thanks to the construction of a model new rural area. Here, the roads are not only paved and widened to ensure seamless connectivity with the district and provincial road systems, but also equipped with traffic signs, speed bumps, trees, flower pots along the roadside, and street lighting. Numerous residential houses have been built solidly, with beautifully decorated yards and gardens. The landscape is clean and beautiful, and environmental hygiene is always ensured… Comrade Dinh Minh Hung, Deputy Secretary of the Gia Thuy Commune Party Committee, excitedly stated: 2023 was a significant milestone when the Party Committee, government, and people of Gia Thuy commune were awarded the Certificate of Recognition for achieving the model new rural area standard by the Provincial People's Committee. Along with a specific roadmap and fundamental solutions, one of the lessons learned is that the commune has effectively promoted the pioneering and exemplary role of each official and Party member in the process of building new rural areas. When leading the implementation of each criterion, the Party branches required officials and Party members to truly be role models and leading figures, especially in difficult tasks such as land clearance, donating land for roads, and mobilizing contributions. Officials and Party members also had to clearly demonstrate determination and perseverance in mass mobilization work, clearly explaining the content and meaning of the new rural area construction movement, and gradually raising the awareness and responsibility of the people. As a result, many officials and Party members have taken the lead in the local new rural area construction movement.
Ms. Nguyen Thi Lam, Head of Hoang Long village, Gia Thuy commune, shared: "I always believe that to mobilize the people, I myself must be a role model. Therefore, I always take the lead in all activities and movements of the locality." Implementing the Resolution of the Commune Party Committee on building a model new rural area, Ms. Lam, together with the Party branch committee , developed a plan and specialized resolution suitable to the local situation to lead Party members and the people in implementation. To gain the people's trust and participation, she always takes the lead, setting a good example and actively encouraging her children and grandchildren to participate in the new rural area construction movement. At the same time, she goes to each household to propagate and mobilize, helping people understand that building a new rural area is both a right and a responsibility, thereby working together with the village Party committee and government to effectively achieve the set goals.
Ms. Lam's exemplary conduct and sense of responsibility have fostered a spirit of unity and unleashed inherent strength at the grassroots level. As evidence, since the implementation of the model new rural development program, the people and their children living away from home in Hoang Long village have contributed over 1 billion VND and thousands of man-days to renovate and equip the cultural center, build sports playgrounds, install street lighting, plant flowers and trees along the roads, etc. Along with actively participating in and contributing to the projects and tasks as stipulated, Ms. Lam's family also donated money and labor to install the electrical system for the village cultural center, amounting to over 10 million VND. Thanks to this, in June 2023, Hoang Long village made a breakthrough to become a model new rural village, contributing to Gia Thuy commune's recognition as a model new rural village in 2023.
Not only in Gia Thuy, but also in Khanh Thien commune, Yen Khanh district, cadres and Party members consistently play a leading role and set an example for the community in building model new rural areas. With nearly 40 years of Party membership, Ms. Do Thi Tuyet from Party branch 8 always sets a good example and takes the lead in the emulation movements launched by the locality. Sharing her story of donating land, Ms. Tuyet said: "Previously, the road passing through Quan Tham Hoa Temple was very narrow and difficult to travel on. When I learned about the commune and village's plan to donate land to expand the road and temple grounds, I determined that as a Party member, I must always set an example for the people to follow. Therefore, I discussed with my family and voluntarily donated 50 square meters of residential land, demolished the boundary wall and auxiliary structures to expand and upgrade the road and temple grounds."
Following the example set by Ms. Do Thi Tuyet's family, other households in the village also voluntarily donated land, demolished outbuildings, and contributed many days of labor to the construction project. Now, the village road is paved with concrete, 5 meters wide, making travel and economic development much easier for the people. With the exemplary leadership of cadres and Party members like Ms. Tuyet, the Party Committee and the government of Khanh Thien commune have basically completed the criteria for a model new rural area according to the new standards.
In implementing the New Rural Development program in general and the model New Rural Development program in particular, the Party committees and grassroots Party branches in the province have always identified the important task of promoting the leading and core role of Party members, fostering the spirit of "Party members setting an example in difficult tasks." This has unleashed the strength of the people, fostering trust, consensus, and active participation through practical actions such as: offering suggestions, donating land, contributing labor and construction materials for rural roads, building cultural centers, renovating houses, planting flowers and trees along roads, and investing in production development… Along with budgets from all levels, integrated funds from programs and projects, credit funds, and enterprise capital, the active participation of the people has contributed to improving the "quality" of New Rural Development. Many disadvantaged rural areas have now been recognized as achieving model New Rural Development standards. New rural areas are flourishing, agriculture is developing comprehensively, and the material and spiritual lives of rural people are increasingly improving.
