Frank questioning, responsible answers, and getting to the root of the issue were the dominant atmosphere at the question-and-answer session within the framework of the Second Session of the Dak Lak Provincial People's Council, 11th term, 2026-2031, which took place on July 2nd.

With eight "hot" issues from various fields placed on the agenda, the questioning session was not only a forum to clarify the responsibilities of state management agencies but also to find breakthrough solutions, unlock resources, and promote the sustainable development of the province's economy , meeting the high expectations of voters.

Finding solutions to the economic growth problem.

At the start of the questioning session, the parliamentary atmosphere was lively as delegates focused on raising the issues of economic growth and the health of the business community.

Citing actual statistics, Phan Thi Ha Phuoc, Head of the Economic and Budget Committee of the Provincial People's Council, frankly acknowledged: Although industrial production, exports, tourism , and the number of newly established businesses in the first six months of 2026 all increased, the province's GRDP growth rate only reached about 7.84%, much lower than the planned target. At the same time, the resilience of businesses is facing significant challenges as the number of dissolved or temporarily suspended operations is increasing.

In his explanation to the National Assembly, Director of the Department of Finance Cao Dinh Huy acknowledged that the main causes of this situation are the slow market recovery, weak purchasing power, high input and logistics costs, and persistent obstacles related to land and investment procedures. In addition, the financial capacity, management skills, and level of digital transformation of businesses remain limited.

To address these issues, the Department of Finance is committed to innovating its advisory methods to proactively stay close to reality. The focus is on effectively implementing the plan to improve the investment and business environment, enhancing the Provincial Competitiveness Index (PCI) by 2026, and proactively identifying industries and businesses facing difficulties early on to intervene promptly. In particular, the province will improve the efficiency and expand the "green channel" mechanism, which will be piloted from June 2026 for key investment projects.

Besides economic issues, delegates also raised concerns and questioned issues related to land management, healthcare infrastructure, and the efficiency of the new administrative apparatus.

"The Provincial People's Committee deeply understands that the foundations prepared in the first six months of the year will only truly be meaningful when they are transformed into concrete projects, budget revenue, jobs, and improved living standards for the people. Therefore, the Provincial People's Committee will focus intensely on directing and managing; closely monitoring each task, each project, and each target; promptly resolving difficulties and obstacles; and ensuring no delays at any stage that could affect the progress and overall development goals of the province," said Comrade Do Huu Huy , Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee.

Explaining this matter, the Director of the Department of Agriculture and Environment, Bui Hong Quy, stated that by the end of 2024, 40 out of 44 units in the province had completed and approved land use plans. However, when the 2024 Land Law and its guiding decrees come into effect, all units must review and revise their plans to ensure compatibility with the new legal framework. This is a challenging task requiring decisive focus to unlock land resources.

Regarding the operational efficiency of public service delivery centers, delegate Lai Thi Loan (Party Secretary and Chairwoman of the People's Council of Ea Wer commune) requested clarification on solutions to ensure the centers operate effectively and do not become "an intermediary" in providing services to the people.

Responding to the above, Director of the Department of Internal Affairs Truong Ngoc Tuan acknowledged the shortcomings in the initial phase of operating the new model. In the future, the Department of Internal Affairs will coordinate the review and improvement of functions and tasks according to the principle of "clear responsibilities, clear tasks, clear accountability," promoting autonomy and digital transformation to ensure smooth operation…

In addition, issues related to disaster response, ensuring social security, and public health facilities were also raised on the agenda by the delegates.

Speaking at the questioning session, Comrade Do Huu Huy, Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, acknowledged the frank discussions and questions from the delegates. He emphasized that the first six months of 2026 are a particularly crucial period as Dak Lak must both quickly stabilize its organizational structure after the administrative merger and focus on perfecting institutions, planning, and removing bottlenecks for medium- and long-term development goals.

The province will continue to coordinate inter-sectoral efforts to implement a plan for regular health check-ups and the creation of electronic health records for the people; prioritize investment in infrastructure for education in remote areas and areas inhabited by ethnic minorities; and resolutely implement plans to resolve issues related to housing and production land for ethnic minorities.
