Stuck in site clearance
The Le Duan Road Project, Section 3, starts from Nguyen Luong Bang Street and ends at the intersection with Le Loi Street, with a total length of nearly 3km. The project has a construction boundary of 30m, including a 16m wide road surface, a 2m wide median strip, and 6m wide sidewalks on each side, with a design speed of 50km/hour. The project has a total investment of 326 billion VND, originally managed by the People's Committee of Cam Ranh City (formerly), but now transferred to the Management Board of Investment and Construction Projects for Agriculture and Transportation; the joint venture of Construction and Investment Company Limited and Khanh Anh Investment and Construction Joint Stock Company is the contractor.

According to a report from the joint venture of Construction and Investment Company Limited and Khanh Anh Investment and Construction Joint Stock Company, the Le Duan road project, section 3, has only completed approximately 85% of the construction volume to date. Items such as road embankment, crushed stone base construction, and asphalt paving remain unfinished. Explaining the delay, a representative of the construction contractor joint venture stated that the project was delayed due to obstacles related to the relocation of three households in the former Cam Phu ward, with land clearance for these three households only to be completed by May 19, 2025; seven households in the former Cam Phuc Nam ward are also facing land clearance issues, with completion by May 23, 2025; and one household in the former Cam Phuc Bac ward is facing issues, with completion by April 28, 2025. There are still outstanding issues regarding land clearance involving one household and one high-voltage power pole on the right side of the route. On June 20th, representatives of the contractor consortium and the project owner signed an addendum to the contract, adjusting the completion date from June 22nd, 2025 to October 20th, 2025. The construction unit commits to completing the project according to the schedule stated in the addendum.
Proposal to speed up progress
It is known that the Le Duan road project consists of 4 sections: Section 1, starting from Hung Vuong Boulevard and ending at the intersection with the six-way junction (To Huu - Le Duan intersection), is approximately 1km long and was invested in and put into use in 2003. Section 2, starting from To Huu Street to the intersection with Nguyen Luong Bang Street, is approximately 1km long and was invested in and put into use in 2006. Section 3 was prepared for investment procedures in 2006, but due to funding difficulties, construction only began in July 2024. Section 4, approximately 4km long, passes through Bac Cam Ranh ward, starting from the intersection with Le Loi Street and ending at the intersection with Nguyen Cong Tru Street, with a total investment of over 500 billion VND (not yet invested). The People's Committee of the former Cam Ranh City proposed the investment plan according to the content of the revised General Planning Project of Cam Ranh City. Cam Ranh by 2045.

Mr. Lu Ngoc Trung, Chairman of the Cam Ranh Ward People's Committee, stated that Le Duan Street is a vital transportation artery running parallel to National Highway 1. Besides relieving congestion on National Highway 1, this road plays a crucial role in connecting the newly planned Cam Lam urban area to Cam Ranh Port and the North-South railway line, leading to the southern economic center of the province. Once operational, the road will contribute to completing the urban transportation network, boosting land values along the route, creating new development opportunities, and promoting socio-economic development in the localities. Therefore, the early completion and commissioning of section 3 of Le Duan Street is of paramount importance. After the two levels of local government came into operation, the People's Committee of Cam Ranh ward directed the Department of Economy, Infrastructure and Urban Development to inspect the progress of the project and sent a document requesting the Provincial Project Management Board for Investment and Construction of Agricultural and Transportation Projects to review the progress and require the construction unit to mobilize maximum machinery, equipment, and personnel to complete the project as soon as possible according to the contract.
