We absolutely cannot allow power shortages to occur.

According to EVN's report, the total national power generation capacity is currently over 80,000 MW, ranking first in the ASEAN region. Of this, EVN and its member units account for nearly 30,000 MW, representing over 37%. EVN is currently constructing 3 key power generation projects with a total capacity of over 2,200 MW, has commenced 146 projects, and completed 163 110-500 kV grid projects. In 2024, EVN strives to ensure electricity supply with a commercial electricity output of 262.26 billion kWh and is prepared for a high scenario of 269.3 billion kWh. Total investment across the group is projected at VND 101,911 billion; ensuring financial balance, preservation, and development of state capital.

Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated EVN's commencement of the 500 kV circuit 3 transmission line project from Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ). However, according to the Prime Minister, there are still many shortcomings that need to be overcome, such as the occurrence of localized power shortages; investment and construction work has not met planned targets; some power generation and grid projects are progressing slowly; and some Party members, officials, and employees of units within the group have been disciplined or prosecuted.

According to the Prime Minister , the current difficulties facing the electricity sector are more of an incidental, situational problem than a systemic one. Regarding the 2024 targets, the Prime Minister emphasized three objectives: absolutely ensuring there is no electricity shortage for production, business, and consumption under any circumstances; managing and operating the electricity sector, especially pricing, according to market principles but with policies for social welfare beneficiaries; and restructuring EVN according to market principles, balancing finances, boosting production and business, and overcoming difficulties and challenges.

In particular, EVN must learn from the 2023 incident and avoid having the most incidents occur during peak hot weather periods. The goal is to complete the 500 kV circuit 3 transmission line from Quang Trach to Pho Noi no later than June 2024. Simultaneously, the corporation must restructure, reorganizing its finances, assets, and human resources. It must implement the restructuring plan for enterprises according to the EVN restructuring scheme for the 2021-2025 period, including the model of the National Power System Dispatch Center (A0).

The Prime Minister also commented on proposals related to amending Decision 24/QD-TTg on the mechanism for adjusting the average retail electricity price and Decision 28/QD-TTg on the structure of retail electricity tariffs. In addition, he requested relevant units to urgently complete the dossiers to be submitted to the Government in accordance with regulations on mechanisms to encourage the development of self-produced and self-consumed rooftop solar power; and to submit to competent authorities for consideration and decision the amendment of the Electricity Law, including provisions on renewable energy, and the Law on Management and Use of State Capital Invested in Production and Business at Enterprises.
