Specifically, prior to the historic milestone of transitioning to a two-tiered government model, and alongside changes in administrative boundaries, in addition to the requirements for organizing the administrative apparatus, the transformation of information technology systems to meet the new model and ensure uninterrupted service to citizens and businesses is a crucial task assigned by the Party and Government to ministries, sectors, and localities.
With the trust of ministries, departments, and localities, FPT has successfully transformed key systems, including: Implementing a two-tier government model and a one-tier Public Administrative Service Center for Quang Ninh Province, operating smoothly from July 1, 2025, receiving positive feedback from businesses and citizens; Upgrading the Digital Citizen application to effectively serve the two-tier government model after the merger for Ho Chi Minh City; Implementing an IT system based on the two-tier government model and using personal identification codes instead of tax identification numbers from July 1, 2025 for the Ministry of Finance , the Tax Department, the State Treasury, and commercial banks, ensuring uninterrupted system operation under the new model; Transforming the core system of the State Bank of Vietnam to meet the requirements of a streamlined organizational structure and the new model.
These are all critical systems, impacting tens of millions of people and businesses. Ensuring the timely and efficient operation of these systems to meet new requirements is considered a noble and important political task by FPT. FPT has mobilized hundreds of employees to work intensely and continuously for a short period, with dedication and commitment.
In Ho Chi Minh City, FPT rapidly deployed a team of technicians and technology experts in collaboration with the Ho Chi Minh City Digital Transformation Center and relevant departments. FPT successfully completed the restructuring of the administrative boundary database according to the new model, updating data for 300,000 residents and 168 administrative units. FPT also upgraded the feedback and suggestion function, allowing citizens to submit feedback based on the new administrative area and integrating a two-level inter-government processing system. Simultaneously, FPT implemented a function to search for administrative units and developed utility applications to support citizens in searching for public services, pending applications, and resolution results, all within the new model.
