On the afternoon of March 30th, in Hanoi, the Ministry of Agriculture and Environment, in coordination with the Ministry of Public Security , organized a national conference on land surveying, cadastral mapping, land registration, cadastral record keeping, and the construction of a national land database. The conference was connected online with the People's Committees of provinces and cities nationwide.

Reporting at the conference, Mr. Mai Van Phan, Deputy Director of the Land Management Department (Ministry of Agriculture and Environment), stated that the country currently has approximately 106 million land parcels. Of these, about 61 million have been updated into the database. However, only about 24 million parcels meet the standards of being "correct, complete, clean, and viable" (ready for immediate exploitation and use). The remaining approximately 37 million parcels, although having data, require further review and standardization. Additionally, about 45 million parcels have yet to have their data created (not fully measured and registered to be included in the system).
According to Mr. Mai Van Phan, the remaining workload is substantial, requiring ministries, sectors, and localities to focus on implementing technical solutions and organizing the execution in a coordinated manner. The goal is to complete the project in 2026.
Representatives from the Land Management Department stated that the Ministry of Agriculture and Environment and the Ministry of Public Security have issued Plan No. 2959/KH-BNNMT-BCA dated March 29, with an implementation period of 9 months, from April 1 to December 31, nationwide. The main tasks include reviewing and cleaning up existing databases; organizing land surveying and mapping; land registration; creating land records; and building a land database.
After completing the data cleaning process, the units will focus on synchronizing information and automatically cross-checking data between land users and property owners with the national population database managed by the Ministry of Public Security. This data connection and sharing aims to improve management efficiency, reduce administrative procedures, and increase transparency.
To expedite the process for a large number of land parcels with incomplete data, the Ministry of Agriculture and Environment issued Circular No. 19/2026/TT-BNNMT dated March 30, 2026, stipulating the technical requirements for the synchronized implementation of all stages. The process is organized in an integrated manner from the outset, replacing the previous separate approach. Data is processed in real time, with quality control at the investor level and the land registration office.

Speaking at the conference, Minister of Agriculture and Environment Tran Duc Thang said that in the past period, the ministry had coordinated with the Ministry of Public Security and localities to implement a 90-day campaign to clean and supplement land data. The initial results have improved the quality of data to meet the requirements of being "accurate, complete, clean, relevant, consistent, and for common use".
However, the long-term goal is to create a modern land data ecosystem that manages approximately 106 million land parcels in real time. By 2026, authorities aim to complete the national land information system in a centralized, unified, and multi-purpose manner.
Minister Tran Duc Thang requested that localities specifically review the workload, complete any missing data, propose appropriate solutions, and ensure the necessary resources for implementation. Units should also ensure system security and safety while maintaining smooth administrative procedures for citizens and businesses.
