"Rescuing" public spaces

Recently, in the wards of Nha Trang, many businesses have been encroaching on sidewalks, causing urban blight and affecting traffic safety. Therefore, the Traffic Police Department of Khanh Hoa Provincial Police has issued a plan to restore urban order and traffic safety in the wards of Nha Trang, North Nha Trang, South Nha Trang, and West Nha Trang.

Widespread encroachment

The central road of the commune, the section passing through Ga Market, is frequently congested due to the encroachment on both sides of the road by vendors operating as an impromptu market.

On the central road connecting the 23rd of October Street to Ga Market (Tay Nha Trang Ward), the encroachment of the road for trading has become quite common recently. Because this road lacks sidewalks, residents on both sides of the road display their fruit, vegetable, meat, and fish stalls directly on the road. People stop their vehicles to buy goods, causing the road to become narrow and frequently congested, especially during peak hours from 6 am to 8 am and from 10 am to 11 am daily. Mr. Le Quang Thang (Phu Trung 1 residential group, Tay Nha Trang Ward) expressed his frustration: “The central road has a very high volume of traffic, but the encroachment on the road causes frequent traffic jams in the Ga Market area. I request that the authorities restore urban order in this area to facilitate convenient travel for residents.”

In Nha Trang ward, sidewalk encroachment has been occurring on several streets for many years without being thoroughly addressed. For example, on Nguyen Trai street (opposite the Mountain Church), many flower shops display their goods haphazardly, even installing fixed steel frames and awnings that encroach onto the road. On Quang Trung street, some pharmacies and cafes use the sidewalks for parking, setting up tables and chairs, or installing sun umbrellas, forcing pedestrians to walk on the road. Similarly, on Thong Nhat and Sinh Trung streets, sidewalk encroachment for business purposes also occurs, affecting urban aesthetics and traffic safety.

A household on Nguyen Trai Street installed a fixed iron frame and awning, encroaching on the sidewalk for business purposes.

On April 13th, the Traffic Police Department issued a plan to restore urban order and traffic safety in the wards of Nha Trang, Nam Nha Trang, Bac Nha Trang, and Tay Nha Trang. According to the plan, in addition to informing and educating the public, from April 15th to 30th, task forces will conduct inspections and enforcement according to the principle of "widespread public awareness, strict inspections, and decisive action." The task forces will actively conduct inspections and enforcement every evening. The Traffic Police Department assigned the Road Traffic Police Team to establish four teams, one for each ward, with the participation of the ward police, the ward's Department of Economy , Infrastructure and Urban Development, and local security forces.

Vehicles encroaching on sidewalks were confiscated and gathered at the headquarters of the Department of Economy, Infrastructure and Urban Development of Nha Trang ward.

Lieutenant Colonel Le Duc Thuan, Deputy Head of the Road Traffic Police Team, stated that the plan aims to strictly implement the directives of the Ministry of Public Security , the Provincial People's Committee, and the Provincial Traffic Safety Committee, enhancing the responsibility and effectiveness of state management in ensuring urban order and traffic safety in the area. The campaign to address violations of sidewalk and road encroachment is not simply about enforcing the law, but also carries significant importance in beautifying the urban landscape. This activity helps "rescue" public spaces, restore clear pathways for pedestrians, and ensure priority for vehicles, thereby directly reducing traffic congestion and accidents. This decisive action also contributes to changing habits and raising people's self-awareness in respecting urban discipline and building a civilized lifestyle; while simultaneously creating a fair business environment and promoting the image of a modern, livable city in the eyes of residents and tourists.
