Over the years, the Party committees, government, Fatherland Front, and political and social organizations at the city and grassroots levels have effectively implemented reforms and reorganization of the apparatus, ensuring seriousness, decisiveness, streamlining, and efficient operation. The city and grassroots Party committees and governments proactively and boldly implemented several measures before the issuance of Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam, and before the directive to summarize the implementation of Resolution No. 18-NQ/TW, namely: The Head of the City Party Committee's Propaganda Department also serves as the Director of the City Political Center since 2016; the Party Secretary also serves as the Chairman of the People's Council in some communes and wards since 2015; and the Party Secretary also serves as the Chairman of the People's Committee in some communes and wards since 2013. 100% of Party Committee Secretaries are not local residents, and most commune and ward People's Committee Chairmen are not local residents. One specialized agency, eight public service units, and 150 staff positions in Party and mass organization agencies, specialized agencies, and public service units have been reduced; the City Health Department was dissolved in June 2024, and its functions and duties transferred to the City People's Council and People's Committee Office.

Leaders and staff of the City's Department of Internal Affairs are actively finalizing documents on the implementation of regulations and policies for civil servants when reorganizing the administrative apparatus.

Comrade Tran Thi Hien, Head of the Organization Department of the Tuyen Quang City Party Committee, said that in implementing Resolution No. 18-NQ/TW and the regulations of the Central and provincial authorities on continuing to innovate and streamline the organizational structure of the political system for effective and efficient operation, the city's Party Committee and government have organized study, research, and implementation of the Resolution in conjunction with the implementation of Party resolutions on improving the leadership capacity and fighting strength of grassroots Party organizations and Party members; the policy of downsizing the workforce, restructuring the staff of civil servants and public employees, improving the effectiveness and efficiency of the state apparatus and the quality of public service of cadres and civil servants.

At the same time, the Standing Committee of the City Party Committee developed a plan to merge the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department; directed the City People's Committee to develop a plan to establish and reorganize specialized agencies under the City People's Committee to submit to the City People's Council for approval, ensuring the principles and requirements in streamlining the apparatus...

According to the plans, for specialized agencies advising and assisting the City Party Committee: maintain 3 agencies: the City Party Committee Office, the City Party Committee Organization Department, and the City Party Committee Inspection Committee; merge the City Party Committee Propaganda Department and the City Party Committee Mass Mobilization Department. For specialized agencies under the City People's Committee: maintain 4 agencies: the Department of Justice, the Department of Finance and Planning, the Inspectorate, and the Office of the City People's Council and People's Committee; merge the Department of Labor, War Invalids and Social Affairs and the Department of Internal Affairs to establish the Department of Internal Affairs; establish: the Department of Economy , Infrastructure and Urban Development; the Department of Culture, Science and Information; the Department of Agriculture and Environment; reorganize the Office of the City People's Council and People's Committee and reorganize the Department of Education and Training.

Thus, after the reorganization, one agency was eliminated from the specialized advisory and support agencies of the City Party Committee (from 5 agencies to 4 agencies); and two agencies were eliminated from the specialized agencies under the City People's Committee (from 11 agencies to 9 agencies).

According to the Tuyen Quang City Party Committee's Organization Department, as of now, the city has 12 officials who have requested to retire from their positions in accordance with Government Decrees No. 177 and No. 178.

As one of the officials requesting retirement under Decree 178 this time, Comrade Vuong Thi Kim Tuyen (born in 1970), Member of the City Party Committee, Deputy Head of the City Party Committee's Mass Mobilization Department, shared: She has held many different positions such as teacher, Deputy Secretary of the Youth Union of the town, Vice President of the City Women's Union, Deputy Chief of the City Party Committee Office, and Deputy Head of the City Party Committee's Mass Mobilization Department.

Throughout his more than 31 years of service, he has always fulfilled the duties entrusted to him by the Party, the State, and the People. If calculated by years of service, he would retire at the end of August 2027. However, due to the policies and directions of the Party and the State, after studying Government Decree 178 and the Resolution of the Central Committee of the Party on the restructuring and streamlining of the political system's organizational apparatus, and considering his own circumstances and responsibilities as a cadre and Party member, he decided to voluntarily retire 28 months early. This will facilitate the restructuring and placement of cadres after the merger of the City Party Committee's Mass Mobilization Department and Propaganda Department, and provide opportunities for younger, more capable cadres to contribute.

The restructuring and streamlining of the political system's organizational apparatus is a very correct and revolutionary policy. Currently, the Resolution on the establishment and reorganization of specialized agencies under the City People's Committee has been unanimously approved by the 22nd City People's Council at its 11th special session.

The agencies implementing the consolidation, establishment, and restructuring plan have coordinated with relevant agencies to continue reviewing and refining the functions, tasks, powers, and organizational structure of the agencies, submitting them to the City Party Committee and the City People's Committee for promulgation. Simultaneously, decisions on personnel appointments and policies for civil servants after the organizational restructuring are ready to commence operations and perform their duties from March 1, 2025, in sync with the restructuring of ministries, departments, and sectors as directed by the Central Government and the province, ensuring smooth and uninterrupted operation.
