Reducing information poverty to escape poverty.

Implementing Project 6 on information poverty reduction, under the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025, our province focuses on investing in digital infrastructure, smart broadcasting, and diversifying forms of communication, gradually raising the intellectual level of the people and helping them access knowledge, production techniques, and support policies to escape poverty sustainably.

Women in Gia Phu commune are promoting and guiding people on the model of growing fruit trees on sloping land.

After the merger, Muong Chanh commune has 17 villages, with over 96% of the population being ethnic minorities. The area is large, infrastructure is limited, and the people's lives mainly depend on agricultural production, resulting in low average income. Implementing Project 6, the commune has increased investment in infrastructure, upgraded and expanded its public address system, and applied information and telecommunication technology. The commune's website regularly publishes articles and features promoting poverty reduction policies; the goals and significance of the National Target Program for Sustainable Poverty Reduction. Seventeen community digital technology groups have been established, with 115 members, to disseminate information, guide, and support people in applying information technology, participating in digital transformation, and accessing useful information on media and social networks.

Mr. Nguyen Bien Cuong, Chairman of the People's Committee of Muong Chanh commune, said: "In reality, through the implementation of communication work on poverty reduction, most people in the commune have accessed useful information and applied it to practice. Many households have abandoned the mindset of waiting and relying on others, and have consciously strived to escape poverty, contributing to the successful achievement of the commune's sustainable poverty reduction goals. By 2025, the poverty rate in the commune will be 4.72%."

The Farmers' Association of Muong Chanh commune is providing technical guidance on raising bamboo rats to its members.

In Bản Lá village, Gia Phù commune, there are over 100 households with 455 inhabitants, all of whom are Thái ethnic minority people. Due to the large, sprawling, and fragmented geographical area, disseminating information about the Party's policies and guidelines through the media to the people is limited. In 2021, the village was provided with loudspeakers and mobile speakers, making it easier to announce news. Mr. Đinh Văn Huấn, Party Secretary and Head of the village, shared: "The village cultural center has all the necessary equipment, which can be used for village meetings and announcements via loudspeakers. Therefore, disseminating information and policies of the Party and State, local directives, information about epidemics, erratic weather, climate change warnings, and administrative reform is easier and more convenient. In addition, with state funding, the village has received investment in transportation infrastructure, making it easier for people to travel, promoting economic development, and improving their living standards." The average per capita income reached 40 million VND/person/year; the village now has only 2 households classified as near-poor.

To implement the Information Poverty Reduction Project, the Provincial People's Committee directed departments and agencies to focus on investing in building information infrastructure in particularly difficult communes, villages, and hamlets in remote, border, and mountainous areas; innovating methods of information and communication on media and social media platforms; and developing special sections on poverty reduction on Son La Newspaper and Radio and Television. The dissemination of policies was carried out through various rich and diverse forms, such as billboards, banners, and direct communication in the community. Functional agencies, mass organizations, and local People's Committees promptly disseminated policies for the poor, poor households, and component projects within the National Target Program for Poverty Reduction, such as: diversifying livelihoods, developing poverty reduction models; supporting production development and improving nutrition; developing vocational education and sustainable employment; communication and information poverty reduction; and capacity building, monitoring, and evaluation of the program.

During the 2021-2025 period, relevant departments and agencies coordinated with media outlets to enhance information dissemination through radio, television, print, electronic media, websites, and social networks, as well as by displaying banners and slogans about the National Target Program for Sustainable Poverty Reduction. Simultaneously, investments were made in upgrading 12 former district and city cultural and communication centers, and installing public electronic information clusters to serve external communication and propaganda at border checkpoints, ensuring information reaches even remote villages and hamlets. In addition to infrastructure investment, during the 2021-2025 period, relevant departments and agencies organized over 20 training conferences and workshops, with more than 2,500 participants. The training content focused on equipping participants with professional skills and honing their communication and community outreach skills, helping commune and village officials effectively act as a "bridge" to bring poverty reduction policies to individual households.

Implementing Project 6 of the National Target Program for Sustainable Poverty Reduction, giai đoạn 2021-2025, the project's targets have been achieved as planned: 95% of poor and near-poor households in need have access to telecommunication and internet services; 74% of households living in the former poor district have access to information on poverty reduction policies and laws, knowledge, skills, and effective poverty reduction models through publications and media products; 100% of communes have fixed broadband (fiber optic) networks; 96.39% of households have smartphones. The poverty rate in the province decreased from 21.6% in 2021 to 7.8% by the end of 2025.
