
Proactive disease prevention and control
Given the unpredictable fluctuations of infectious diseases both domestically and globally, disease prevention and control efforts in Quang Ninh have always been highly proactive. With decisive and timely guidance, the provincial health sector has effectively controlled the situation, preventing the spread and prolongation of outbreaks, thereby protecting public health and maintaining a stable environment for socio -economic development.
Playing a core role in the preventive health system, the Quang Ninh Center for Disease Control (CDC) continuously improves its capacity for disease surveillance, forecasting, and response. Epidemiological surveillance is maintained consistently, enabling early detection, containment, and effective handling of outbreaks from their inception. As a result, the province has not recorded any particularly dangerous diseases such as influenza A/H7N9, MERS-CoV, cholera, or diphtheria. While some infectious diseases such as Covid-19, measles, dengue fever, hand, foot and mouth disease, and whooping cough still appear sporadically, they are all controlled and have not spread widely.
Rapid response teams maintain a constant state of readiness, prepared to deploy investigations, containment, and outbreak management as soon as a situation arises. The testing system continues to be modernized, enhancing the capacity for early detection of pathogens and creating a proactive approach in epidemic prevention and control.

In addition, the health sector continues to promote programs for the prevention and control of non-communicable diseases, aiming for comprehensive healthcare. To date, the entire sector has implemented early screening for hypertension risk for over 475,000 people over 40 years old; diabetes screening for over 440,000 people; breast cancer and cervical cancer risk screening for over 100,000 people; and nearly 400,000 people have received eye examinations in the community.
Programs for managing mental health, tuberculosis, chronic lung diseases, and congenital disease screening are implemented in a coordinated manner. In the field of population and reproductive health, screening for congenital diseases in pregnant women and newborns contributes to improving the quality of the population from the early stages of life.

Since the implementation of the two-tiered local government model, Quang Ninh's health sector has always focused on strengthening preventive health care capacity at the grassroots level, ensuring there are no "gaps" in disease surveillance and control and public health management. From November 1, 2025, the province reorganized 13 health centers into 5 regional general hospitals; and reduced 171 health stations and 2 sub-stations into 55 health stations and 92 sub-stations. Notably, from January 1, 2026, health stations and sub-stations will be directly under the People's Committees at the commune level.
According to the restructuring plan, preventive health and population functions from health centers are transferred to commune-level health stations. This helps increase proactiveness in epidemiological surveillance, primary health management, and the implementation of targeted health programs right in the community. The transfer of preventive health personnel to the commune level has helped improve professional quality at the grassroots level, with an average of 4-6 doctors per station, achieving the national target ahead of schedule. As a result, health stations have sufficient capacity to provide primary healthcare, manage people's health, and effectively implement community health programs.
Strengthening preventive healthcare capacity
Experience has shown that investing in preventive healthcare is far less expensive than treatment but yields long-term benefits for socio-economic development. In the new context, the Provincial Party Committee's Action Program No. 04-CTr/TU, implementing Resolution No. 72-NQ/TW of the Politburo, clearly demonstrates a high level of political determination in reforming thinking and action, thereby creating a solid foundation for improving the quality of preventive healthcare, proactively protecting people's health, and ensuring sustainable development.
In the coming period, Quang Ninh will continue to consolidate and improve the capacity of its preventive health system towards modernization, ensuring sufficient capacity for monitoring, early warning, timely control of epidemics, and proactive implementation of disease prevention and control activities. Along with this, the province will strengthen the expanded immunization program in both scope and target groups; prioritize the modernization of the epidemiological surveillance system, connecting online with the central government and border localities; and gradually build capacity for cross-border disease control, especially in border gates, industrial zones, and tourist areas with a high concentration of workers.
The province also focuses on improving the capacity of the testing, inspection, and control system for factors affecting health, the quality of the living, learning, and working environment, the quality of medicines, cosmetics, food, medical equipment, and healthcare services. Priority is given to developing modern medical testing and inspection laboratories, combined with environmental monitoring in industrial zones, tourist areas, seaports, and border gates, ensuring public health in the context of strong industrial and service development.
Alongside this, health management and care throughout the lifecycle are being strengthened. People are encouraged to proactively access pre-marital counseling and health check-ups, prenatal and neonatal screening, and screening for common and dangerous diseases appropriate to their age and target groups. The province is also gradually piloting a family-based health management model and home-based healthcare to detect diseases early, reduce treatment costs, and ensure equity in access to healthcare services.

According to Mr. Nguyen Minh Tuan, Deputy Director of the Department of Health, implementing resolutions from the Central Government and the province, this year, the province's preventive health work will continue to focus on effectively controlling infectious diseases, maintaining a safe environment to serve socio-economic development. At the same time, the focus will shift strongly from "treating diseases" to "preventing diseases," emphasizing the comprehensive and continuous protection, care, and improvement of people's health throughout their life cycle. Along with that, the sector will continue to improve the preventive health system to suit the two-tiered local government model, enhance the capacity of the Quang Ninh CDC, and strengthen professional support for health stations.
