Looking back at 2024, Quang Ninh province carried out its tasks amidst many difficulties and challenges. However, closely following the directives of the Central Government and the local reality, the province demonstrated self-reliance and determination, striving to overcome difficulties and challenges, and achieving important results in various fields.

Many important results

In 2024, Quang Ninh's economy continued to maintain growth with a Gross Regional Domestic Product (GRDP) of 8.42%, ranking 6th in the Red River Delta region and 20th among provinces and cities nationwide. Alongside this, social security and welfare were ensured with many policies implemented, gradually improving the quality of life for the people.

Despite being severely affected by Typhoon No. 3 in early September, causing damage exceeding 28 trillion VND, the province immediately mobilized the entire political system, armed forces, and the whole population to focus on overcoming the consequences. The province reviewed, adjusted, and implemented the 2024 economic growth plan to ensure it was consistent with reality; and promptly developed, issued, and implemented policies to support people and businesses in overcoming the aftermath of the typhoon.

Specifically, the province will provide 100% tuition fee support for preschool children, primary and secondary school students, and continuing education students studying at educational institutions in the 2024-2025 school year; support for families whose houses have collapsed; partial support for the cost of salvaging sunken vessels; and raise the standard of social assistance for social welfare beneficiaries and other disadvantaged groups. 1,180 billion VND will be allocated from the budget reserve and savings from recurrent expenditures to implement post-storm recovery policies.

Despite overcoming natural disasters, Quang Ninh's economy continued its high growth momentum in 2024. The industrial and construction sectors, with a focus on processing and manufacturing industries, were the driving force behind economic growth. The service and tourism sectors achieved significant results, with a total of 19 million tourists, including 3.5 million international visitors, a 22% increase compared to 2023; state budget revenue reached 55,600 billion VND, fulfilling the assigned target.

Administrative reform and improving the investment environment continue to be a priority for the province, with many focused solutions and approaches, thereby promptly resolving difficulties and obstacles for businesses and people. Quang Ninh continues to be a safe and reliable destination for businesses. Total foreign direct investment (FDI) attracted during the year reached US$2,302 million.

Alongside economic development, Quang Ninh has always focused on improving the quality of life for its people, creating a transformation in cultural, social, and human development, ensuring social security and welfare, and narrowing regional disparities and the gap between rich and poor. Total social security expenditure for the year reached 1,897 billion VND, an increase of 23% compared to 2023. Significant progress has been made in the fields of education and training, healthcare, labor, employment, culture, social affairs, and sports. The lives of the people, especially those in ethnic minority areas, mountainous regions, border areas, and islands, have continuously improved; opportunities to access high-quality healthcare and education services have expanded, and the quality of healthcare for the people has been ensured.

The New Rural Development Program has been implemented with focused efforts. For example, Binh Lieu is the first mountainous, border district in the country to achieve New Rural Development standards, while Tien Yen and Dam Ha are the first two districts in the country to achieve advanced New Rural Development standards according to the criteria for the 2021-2025 period. In 2024, Quang Ninh had 91 out of 91 communes achieving New Rural Development standards, including 54 communes achieving advanced New Rural Development standards and 20 communes achieving model New Rural Development standards.

Achieve a breakthrough in 2025

In 2025, Quang Ninh aims for a GRDP growth rate of over 12%. Total state budget revenue in the province will not be less than VND 57,330 billion, including import-export revenue of VND 17,800 billion and domestic revenue of not less than VND 39,530 billion. Attracting FDI capital will place it among the leading localities nationwide.

With the theme for 2025 being "Breakthrough in economic development, creating momentum for a new term," Quang Ninh will focus on achieving a breakthrough in economic development and maintaining sustainable growth. Specifically, the province will accelerate the restructuring of the industrial sector, focusing on processing, manufacturing, and the coal industry. Simultaneously, it will attract FDI into industrial parks and support businesses to operate efficiently. Modern integrated services and tourism will continue to play a leading role, aiming to attract 20 million visitors, including 4.5 million international tourists.

Quang Ninh will develop new economic sectors such as the digital economy, green economy, and marine economy, while restoring and improving agricultural efficiency after natural disasters, promoting ecological agriculture, and building model new rural areas. In addition, the province will improve the efficiency of budget revenue and expenditure management and public investment.

Building on the effectiveness of the three strategic breakthroughs, the province is boosting investment in socio-economic infrastructure, promoting digital transformation and innovation, while improving the quality of education, training, and high-quality human resources. Administrative reform and improving the investment and business environment are also emphasized to strongly develop the private sector.

With the current growth momentum, we are confident that it will contribute to Quang Ninh's comprehensive fulfillment of its tasks in the final stages of the 2020-2025 term, creating a solid foundation for sustainable development in the 2025-2030 period within the vision towards 2050, building Quang Ninh into an increasingly prosperous, civilized, and modern province where the people enjoy a comfortable, peaceful, and happy life.
