Maintaining national defense and security in ethnic minority areas.

The majority of ethnic minority areas in Quang Ninh are located in mountainous and border regions. Therefore, in recent years, the province has always focused on promoting the role of ethnic minority people in ensuring security and order in the area.

First and foremost, localities in the area continue to focus on consolidating and building a clean and strong political system from the grassroots level, creating trust and inspiring a spirit of emulation among the people in these regions. Accordingly, out of a total of 3,411 Party members admitted throughout the province in the first nine months of 2024, 368 were admitted in ethnic minority areas. 100% of villages and hamlets in ethnic minority areas have Party branches and socio-political organizations. All 48 Party branches and 32 social organizations in border and island communes and wards continue to operate in an orderly and effective manner.

Localities have also effectively implemented Directive No. 01/CT-TTg dated January 9, 2015, of the Prime Minister on organizing the nationwide movement to participate in protecting national territorial sovereignty and border security in the new situation; and have successfully implemented Resolution No. 03-NQ/TU dated March 23, 2021, of the Provincial Party Standing Committee on leading local defense and military work, and Resolution No. 04-NQ/TU dated March 23, 2021, of the Provincial Party Standing Committee on security and order work for the period 2021-2025...

The dissemination and education of laws in ethnic minority areas has been intensified, aiming to enhance legal knowledge and help people strictly comply with the policies and laws of the Party, the State, and the province, especially regulations on border security, traffic safety, crime prevention, and the prevention of child marriage and consanguineous marriage. In 2024, localities and units organized more than 100 sessions of legal dissemination and education in ethnic minority areas. As a result, more than 95% of the people have received legal information and education.

Local authorities and sectors continue to effectively mobilize and enlist the support of influential figures among ethnic minority communities to resolve security and order issues in their areas. Currently, there are 381 influential figures in ethnic minority areas within the province. This group has effectively played a bridging role between the Party, the State, and the people in disseminating information, conducting propaganda, and mobilizing the people in villages and hamlets. As a result, the number of complaints escalated to higher levels in ethnic minority areas has decreased and almost disappeared; the number of successful mediations at the grassroots level has steadily increased, preserving community solidarity and contributing to strengthening national unity.

Authorities have also intensified measures to ensure security and order in the area. The provincial police continue to coordinate with local Party committees and authorities to build and maintain effective "grassroots security" models in communes, wards, and towns in ethnic minority areas; promote the development of regular commune and town police forces; consolidate and expand self-governing models for security and order in villages; and launch forces participating in protecting security and order at the grassroots level...

The Provincial Military Command has implemented the building of militia and self-defense forces in accordance with the prescribed organization and staffing. All communes, villages, and hamlets regularly build, equip, and strengthen the knowledge and skills of their militia, self-defense forces, and reserve mobilization forces as prescribed. In coordination with departments, agencies, and localities, comprehensive solutions have been implemented to improve the quality of recruitment and conscription of citizens into the military… In 2023, out of 1,950 citizens in the province who enlisted, 585 were ethnic minority citizens.

To contribute to ensuring national defense and security in ethnic minority areas, the Provincial Border Guard Command has advised local Party committees and authorities to consolidate and build strong political foundations. Simultaneously, it continues to implement Conclusion No. 68-KL/TW, dated February 5, 2020, of the Party Central Committee on the two-year pilot program to increase the number of Party committee members from border guard posts in border district-level Party committees in Quang Ninh province. Currently, the Provincial Border Guard Command maintains the assignment of 24 officers to strengthen socio-economic development and hold the position of Deputy Secretary of the Commune Party Committee; 4 officers, including Border Guard Post Commanders and Political Commissars, participate in the Executive Committee of the Party Committee of border districts and cities for the 2020-2025 term; 95 Party members are assigned to participate in Party branch activities in villages, hamlets, and neighborhoods; and 356 officers and Party members are assigned to oversee 1,490 households in border and island areas.

Thanks to strong implementation measures, the security situation in ethnic minority areas of Quang Ninh province remains stable; no new cases of disputes, complaints, or encroachment on forest land have arisen in these areas. The people are united and focused on socio-economic development. Border security is basically stable, and territorial sovereignty is maintained. The mindset of cadres, Party members, and ethnic minorities in the province is stable; they trust and comply well with all the Party's guidelines and policies, and the State's laws; they focus on doing business, improving their lives, and developing the economy.
