
Comrade Phan Quy Duong, Secretary of the Commune Party Committee and Head of the Commune's Digital Transformation Steering Committee, stated: The commune has restructured the Steering Committee, assigning tasks to each member, ensuring "clear responsibilities - clear tasks - clear accountability - clear timelines - clear outcomes," thereby enhancing the effectiveness of state management and the quality of service to the people. In addition, using integrated funding from national target programs, the commune has invested in infrastructure to support digital transformation; established 23 community digital technology teams with 115 members, primarily women's association members, youth union members, and police officers, who regularly "go door-to-door" to disseminate information, provide guidance, and support people on online public services, and skills in installing and using digital applications such as the National Public Service Portal, cashless payments, and VneID electronic identification.
To date, 4G coverage in Muong Bang commune has reached over 90%; the percentage of people using smartphones has reached over 78%. In the digital society sector, 62.9% of people have level 2 electronic identification accounts; the commune's health station uses software for managing medical examinations, treatments, and electronic health records; schools have implemented electronic communication books, electronic student records, and software for managing teaching and learning. The rate of cashless social welfare payments has reached 78%, contributing to transparency, reducing time and costs for people.

These days, members of the community digital technology team in Lan village, Muong Bang commune, are actively assisting people in using services on the VneID application, making cashless payments, and submitting administrative procedures on the national public service portal. Mr. Ha Van Dam, head of the community digital technology team in Lan village, said: "The team has 6 members. With training and guidance on digital skills, the team can easily help people operate in the electronic environment... We coordinate with other organizations to disseminate information at village meetings and local markets using a 'hands-on' approach so that everyone can easily understand and use the services."
Furthermore, the commune has linked digital transformation with administrative procedure reform. Currently, 100% of the commune's officials and civil servants use document management and operation software to process documents online. 100% of the commune's administrative procedures are received and processed electronically, with integrated online payment. 100% of incoming and outgoing documents are processed on the province's shared document management and operation system. 100% of specialized departments and divisions use digital signatures in issuing electronic documents and perform digital signing on the Administrative Procedure Resolution Information System. From the beginning of the year until now, the commune's Public Administrative Service Center has received 1,473 dossiers; of which 100% were received online; 1,473 dossiers have been resolved; and there are no overdue dossiers. In 2025, the level of satisfaction of people and businesses in the commune reached 97.66 points, ranking 9th out of 75 communes and wards in the province.

Mr. Chu Duc Manh, a civil servant in the Justice and Civil Registry department of Muong Bang commune, shared: "After participating in training courses on digital skills, I installed software on my smartphone and computer to handle my work. Every day, I regularly access online information to resolve administrative procedures for the people."
However, digital transformation in Muong Bang still faces many difficulties due to the lack of synchronized infrastructure and equipment; weak internet connections in highland villages; a shortage of dedicated IT personnel; limited digital skills among some officials and residents; and the reluctance of older people and ethnic minorities to use technology and concerns about information security.
Muong Bang commune continues to promote awareness and digital skills among officials, Party members, and the people; upgrade internet connections and equip facilities for more efficient document processing; improve electronic administrative procedures; and strengthen the activities of community digital technology teams, aiming to build a digital government, a digital society, and digital citizens at the grassroots level... determined to maintain its position among the top communes in digital transformation throughout the province.
