One morning in early June 2026, the small house of Mr. Huynh Ngoc Loi, residing in Hamlet 11A, An Minh Commune, welcomed police officers from the commune along with the Party Secretary and Hamlet Head, Ngo Van Thua, who came to assist in installing and activating his Level 2 electronic identification account. Four years ago, a traffic accident left Mr. Loi paralyzed from the waist down, making him dependent on family members for mobility. Going to the office to complete administrative procedures was almost impossible for him.

When police officers came to his home to assist him in activating his electronic identity account and guiding him on how to use digital services, Mr. Loi said: "I have difficulty getting around, and many documents I used to have to ask relatives to help me with. Now that officers have come to my house to help, I feel the concern of the local authorities and realize that I haven't been left behind despite my difficult circumstances."
According to Mr. Ngo Van Thua, in recent times, the police force, in coordination with the hamlets, has been reviewing and assisting elderly people, people with disabilities, and seriously ill patients in activating level 2 electronic identification accounts. In Hamlet 11A, over 95% of people aged 80 and above have been assisted in completing the necessary procedures. Those with mobility difficulties have been guided to their homes by officers.
Not only the police force, but also the youth union members of An Minh commune have become close "digital bridges" connecting with the people. From the end of May 2026 to the present, at the commune's Public Administrative Service Center, Nguyen Thanh Duy, Secretary of the Youth Union of Nga Bat hamlet, along with many union members, have been regularly present to assist people in obtaining queue numbers, filling out online forms, and using public services online. When applying for a health insurance card for her granddaughter, Ms. Nguyen Kim Loan, residing in Dong Hung hamlet, received attentive guidance from the union members from obtaining a queue number to completing the application. "Thanks to the union members guiding me step by step, I completed the procedure very quickly. I received the results the next afternoon, saving me from having to come back many times," Ms. Loan said.
The image of Youth Union members wholeheartedly assisting citizens at the one-stop service center has become familiar during the peak days of digital transformation in the locality. With the guidance of the Youth Union members, many people who were accessing online public services for the first time learned how to use smartphones to search for information, submit applications, and receive results online.
Administrative reform efforts linked to digital transformation are yielding positive results for the locality. In May 2026, the An Minh Commune Public Administrative Service Center ranked first in the province in the index of serving citizens and businesses in carrying out administrative procedures and providing public services with 97.97 points. This result reflects a clear improvement in the quality of service provided by officials and civil servants, the effectiveness of promoting the digitization of documents, increasing the rate of online public services, and the level of citizen satisfaction.
To create a stronger impetus for digital transformation, the People's Committee of An Minh commune launched a 90-day campaign for digital transformation, linked with the emulation and reward movement in 2026. According to the plan, the commune will focus on developing Hamlet 2, Hamlet 11A, and An Minh 1 Primary School into model examples of digital transformation. The locality aims for 100% of businesses to use electronic invoices; 70% of business households to promote and sell goods on digital platforms; and 70% of businesses to accept cashless payments...
According to Tran Trung Lap, Deputy Secretary of the Party Committee and Chairman of the People's Committee of An Minh commune, the locality has identified digital transformation as a key, long-term task that must be implemented synchronously from the government to the people. Implementation must clearly define responsibilities and tasks; and the results of digital transformation will be used as one of the criteria for evaluating the performance of each agency and unit. “Digital transformation is only truly successful when people benefit from the practical advantages of technology. Therefore, the commune will continue to mobilize the participation of the entire political system to support people in accessing technology and effectively using digital services in their daily lives,” Mr. Tran Trung Lap said.
