Removing the final land acquisition bottleneck

The road, over 9.6km long and costing nearly 400 billion VND, has been under construction for 10 years but remains unfinished due to land acquisition issues. It is known that for some plots of land, Quang Ngai province has applied the highest compensation rates, but the landowners are still holding out.


On November 18th, authorities in Quang Ngai province carried out the forced eviction of the last remaining plot of land on the main road connecting the northern and southern centers of Van Tuong urban area (Dung Quat Economic Zone)...

The main road project has been underway for a decade and is still unfinished.

Observations along the main arterial road of the Van Tuong urban area show that the final section from the intersection leading to the Dung Quat administrative center to National Highway 24C has been systematically invested in with a scale of 6 lanes, completed and put into use many years ago.

The main North-South arterial road in the Van Tuong urban area remains unfinished after 10 years of construction.

The section passing through the Van Tuong urban center, in particular, is a mess with a series of obstacles. From mid-2024 to the present, the Dung Quat Economic Zone Management Board (the investor) and the People's Committee of Binh Son district have focused on resolving each bottleneck. As a result, many locations with land acquisition issues have been cleared and handed over to the contractor for construction.

However, along the route, there is still one problematic section related to Mr. Bui Duc Toan's household, with a length of approximately 100m being obstructed. Due to the lack of clear access, there is a disconnect between the completed section and the unfinished section. To ensure traffic safety, the contractor must smooth the connection to avoid traffic conflicts.

Observations at kilometer 3+700 in Binh Hai commune show that vehicles traveling from Binh Tri commune to Binh Hai commune have to switch to the opposite lane to continue their journey because the road obstructs Mr. Toan's land and house. Due to obstructed visibility and the temporary road surface, collisions between vehicles have occurred on this route in recent times.

Land acquisition issues, prolonged construction projects, and the need for constant adjustments to annual funding because it cannot be fully utilized… all contribute to the potential for traffic accidents, causing public frustration.

According to the reporter's investigation, the land occupied by the land acquisition issue, which covers half of the road section, belongs to Mr. Bui Duc T and includes two houses on the land with an area of ​​over 3,000 square meters.

Previously, during the compensation planning process, the Land Development Center of Binh Son District and Mr. T could not reach a consensus on the compensation and resettlement prices. Since then, no one has paid any attention to the matter, and it has dragged on until today.

Because the land has not yet been compensated or cleared, Mr. T continues to use it for business and living.

The land plot, a project left unfinished after 10 years since its commencement, has become a bottleneck in attracting investment and promoting socio-economic development in the key economic zone of Central Vietnam.

Forced removal of bottlenecks

Faced with land acquisition issues that have stalled key transportation projects in the Dung Quat Economic Zone, the Binh Son district government and the Management Board of the Dung Quat Economic Zone and Quang Ngai Industrial Parks have taken decisive action to resolve the problem.

Accordingly, on November 18th, the People's Committee of Binh Son District proceeded with the forced land reclamation against Mr. Bui Duc T to reclaim the area subject to forced reclamation, which is plot number 95, map sheet number 3, with a reclaimed area of ​​1,369m2, classified as land for perennial crops.

To carry out the enforcement, the Binh Son district authorities have fully deployed equipment, machinery, and personnel to facilitate the dismantling and relocation of assets on the land. At the same time, the Vice Chairman of the Binh Son District People's Committee, Ung Dinh Hien, read out the decisions related to land reclamation.

Afterward, the enforcement team moved all the furniture out of the house. Excavators were also brought in to dismantle concrete sections and fences on the property.

Mechanical equipment was brought in by the Binh Son district authorities to carry out the forced land reclamation.

Observations indicate that the plot of land is large, planted with many trees, and houses have been built for business and residential purposes.

During the enforcement process, Mr. T's household showed no resistance, and the dismantling of property and belongings on the land proceeded normally. Many items were loaded onto vehicles by the officers and taken to a temporary holding area, where a report was drawn up for later handover to the family.

According to the leaders of Binh Son District People's Committee, the forced land reclamation for the last case along the route will take place over two days, November 18th and 19th. Before the enforcement, the district and relevant agencies, along with the Dung Quat Economic Zone Management Board, held numerous meetings and discussions to persuade Mr. T's family, but they still refused to accept compensation, relocate their house, and hand over the land.

Mr. T's household put forward many inappropriate and non-compliant conditions and demands. Therefore, to ensure the project's construction site is available and the project is completed and put into operation, the local authorities proceeded with the forced land reclamation.

According to Ung Dinh Hien, Vice Chairman of the People's Committee of Binh Son District, the locality is determined to remove the bottlenecks to hand over the land to the contractor to complete the project, ensuring the progress and requirements of the Provincial People's Committee.

The Van Tuong urban North-South arterial road project, spanning over 9.6km and with an investment of nearly 398 billion VND, commenced construction in 2014 and was expected to be completed in 2018, aiming to create a modern and attractive urban space in Van Tuong. However, due to land acquisition issues, the project has dragged on for over 10 years and remains unfinished.
