
These issues were urgently addressed by Provincial Party Secretary Le Duc Thai during a recent meeting with key officials of the Department of Natural Resources and Environment.
At the meeting, Provincial Party Secretary Le Duc Thai pointed out many shortcomings and limitations that need to be addressed. Prominent among them are difficulties in determining land prices; slow processing of some documents and procedures related to land, environment, and construction investment; and especially the continued avoidance and shirking of responsibility by officials at certain stages and times.
The Provincial Party Secretary requested that the Department of Agriculture and Environment proactively advise the province on solutions to overcome difficulties and obstacles, especially for investment projects using land, land clearance, land valuation, and the efficient exploitation of land resources for development. Along with that, focus on reviewing and improving the land database; enhance the quality of land valuation, ensuring objectivity, accuracy, and compliance with legal regulations. Promptly detect and strictly handle violations in land management and use.
Regarding resource management and environmental protection, the Department of Agriculture and Environment must strengthen inspection and supervision of production and business establishments that pose a risk of pollution; proactively prevent, detect, and strictly handle violations of environmental laws.
These pressing issues related to these supposedly complex and sensitive areas have been ongoing for years. Among the petitions from citizens and businesses in recent times, the majority request solutions to difficulties related to land and site clearance. Environmental pollution, shortages of construction sand, and inadequacies related to mineral exploitation are also frequently raised during meetings with constituents by National Assembly deputies and People's Council representatives at all levels.
The directives of the Provincial Party Secretary directly addressed a long-standing bottleneck, aligning with the aspirations of voters and the people.
To quickly resolve the bottlenecks and overcome obstacles, the Provincial Party Secretary issued the following requirement: The agriculture and environment sector must build a team of cadres with strong political convictions, good moral character, high professional qualifications, a sense of responsibility, and a desire to contribute. It is crucial to resolutely overcome the tendency to avoid responsibility, shirk duty, and fear of making mistakes; and to promote a spirit of daring to think, daring to act, and daring to take responsibility for the common good.
In particular, specific implementation plans must be developed for each field and each unit, guided by the principle of "clear responsibilities, clear tasks, clear timelines, clear accountability, and clear results"; enhancing the accountability of leaders; and encouraging and protecting officials who dare to think, dare to act, and dare to take responsibility for the common good.
Cadres are the root of all work. Once there are mechanisms to encourage and protect cadres, and when cadres are courageous, honest, and highly professional, then even the "bottleneck of bottlenecks" can be resolved.
