Untangling the knot in relocating Hoang Dieu Port.

The project to relocate Hoang Dieu Port, hand over the land for the construction of Nguyen Trai Bridge, and renovate the surrounding urban area is entering its final stages. However, the railway component and many related assets in the port area remain a 'bottleneck'.

Railway infrastructure has not yet been handed over.

According to a report from the City's Project Management Board for Investment in Construction of Transportation and Agricultural Works, eight railway tracks in the Hoang Dieu Port area remain undismantled and unremoved. This directly affects the construction of the Nguyen Trai Bridge, as it involves 10 bridge piers, bridge retaining walls, access roads, and the intersection connecting from Le Thanh Tong Street across the railway lines. Specifically, approximately 110 meters of railway track within the area from Bridge 1 to Bridge 3 of Hoang Dieu Port remain undismantled due to complications in the management and transfer of assets between Hai Phong Port Joint Stock Company and Vietnam Railways Corporation .

The handover of the Hoang Dieu Port site for the construction of the Nguyen Trai Bridge is entering its final stages, with a large volume of work to be done, from relocating railway infrastructure, warehouses, and workshops to handling underground and aboveground structures. To resolve obstacles, the Ministry of Construction , the Hanoi People's Committee, the Vietnam Railway Corporation, and other relevant agencies have issued numerous documents and proposals to expedite the relocation of Hoang Dieu Port.

Specifically, from the end of 2023, the Ministry of Transport (now the Ministry of Construction) assigned the Vietnam Railway Authority to coordinate with the Hai Phong Transport Project Management Board to develop a plan for dismantling the railway and railway station at Hoang Dieu Port. By December 2024, the People's Committee of Hai Phong City continued to request the Ministry to direct the railway sector to urgently implement the plan. In 2025, a series of other documents were issued, ranging from standardizing the asset transfer process and dismantling railway infrastructure to defining specific responsibilities for each agency and unit.

Reporting at the working session and inspection by the Standing Vice Chairman of the City People's Committee, Le Anh Quan, with the Ngo Quyen Ward People's Committee regarding the dismantling of structures related to the Nguyen Trai Bridge, Mr. Dao Sy Ngoc, General Director of the City's Project Management Board for Investment and Construction of Transportation and Agricultural Works, stated that the Board has sent a document requesting the Department of Construction to report to the City People's Committee to propose that the Vietnam Railway Corporation and the Vietnam Railway Department promptly hand over the relevant items.

According to the plan, phase 1 focuses on dismantling and handing over two railway tracks from the Hoang Dieu port gate to berths No. 1 and No. 3 (96 m long), along with three railway tracks within Hoang Dieu station (100 m long). Phase 2 will continue dismantling the remaining five railway tracks at Hoang Dieu port along with related infrastructure, aiming for completion before September 15th. In addition, two bunkers and shelters under the management of the City Military Command, along with several items managed by the Border Guard, are also subject to handover.

Remove bureaucratic hurdles and expedite progress.

Authorities and leaders of Ngo Quyen ward inspected the site and discussed solutions to overcome difficulties in relocating Hoang Dieu port to facilitate the construction of Nguyen Trai bridge.

According to Nguyen Quoc Thai, Chairman of the Ngo Quyen Ward People's Committee: "Currently, the project site is still obstructed by the railway system and the railway station in the Hoang Dieu port area, managed by the Vietnam Railway Corporation, which have not yet been dismantled, mainly due to procedural obstacles. This area is directly related to many construction items of the Nguyen Trai bridge, and delays in relocation will affect the overall progress of the entire project."

In reality, the main obstacle in relocating railway infrastructure at Hoang Dieu Port lies in the asset handover procedures. Many items date back decades, and the documentation is inconsistent, making it difficult to clearly identify the owner to complete the legal process. Vietnam Railways Corporation is coordinating with the Ministry of Construction and the People's Committee of Hanoi to resolve these difficulties as soon as possible.

According to the Project Management Board, after the completion of land clearance, the Nguyen Trai Bridge construction project and urban renovation in the surrounding area will create a new urban space, connecting with the North Cam River urban area. This is not only a transportation infrastructure project, but is also expected to create a "boost" to change the face of Hai Phong city, expand development space and improve the quality of life for its people.

During a recent project inspection, Mr. Le Anh Quan, Standing Vice Chairman of the Hai Phong City People's Committee, emphasized that relocating Hoang Dieu Port is a crucial political task, linked to the city leaders' commitment to the Government. Therefore, the Hai Phong Transport and Agriculture Project Management Board drafted a document for the City People's Committee to request the Vietnam Maritime Administration to direct Hai Phong Port Joint Stock Company to promptly hand over the land; and simultaneously send a document to the Vietnam Railway Corporation to urgently hand over the railway infrastructure under its management.

Resolving the obstacles in relocating Hoang Dieu Port and handing over the site to the investor and construction unit requires coordinated efforts from relevant agencies and units. This is an urgent requirement to ensure the progress of Nguyen Trai Bridge construction and the disbursement plan of public investment capital.
