According to Truong Kim Anh, Head of the Party Building Committee of Go Quao Commune Party Committee, the "Skilled Mass Mobilization" emulation movement has been implemented by the Party Committee, government, Fatherland Front, and political and social organizations of the commune with high determination and consistency throughout the entire political system, closely adhering to reality; taking effectiveness and the people's benefit as the highest measure.
To effectively implement the movement, the Standing Committee of the Go Quao Commune Party Committee regularly inspects and evaluates mass mobilization work and the "Skilled Mass Mobilization" emulation movement to find solutions and directions for better implementation; promptly commends, rewards, and replicates successful models and examples of "Skilled Mass Mobilization". Each grassroots Party organization and branch is the core directly leading and directing the implementation of mass mobilization work and the "Skilled Mass Mobilization" emulation movement. Beyond mere propaganda and mobilization, "Skilled Mass Mobilization" has become concrete action, closely linked to each key task of the commune. In building new rural areas, the Fatherland Front and other mass organizations in the commune proactively undertake many important criteria such as: developing education , health, culture, environmental protection, traffic safety, household income, and building the political system.
A highlight of mass mobilization work in Go Quao commune is the shift from persuasion to mobilization and action alongside the people. Party committees, government agencies, and mass organizations not only launch movements but also directly go to the grassroots level to "listen to what the people say, explain things so the people understand, and act in a way that earns the people's trust." Many grassroots officials have become "bridges connecting the people's hearts," strengthening trust and reinforcing the close relationship between the Party, the State, and the people. Mass mobilization work and the "Skilled Mass Mobilization" emulation movement contribute to building a clean and strong Party and political system, and consolidating the people's trust in the leadership of the local Party committees and government.
To date, the "Effective Mass Mobilization" emulation movement in the commune has become a model movement, encompassing all people and encompassing all aspects, with a significant impact on social life. Through this movement, resources within the community have been unleashed, with thousands of billions of dong mobilized from social contributions to welfare projects, the construction of hundreds of roads, rural bridges, solidarity houses, and houses of compassion, and support for the livelihoods of many households, creating a new impetus for Go Quao commune.
During the period 2020-2025, the entire commune had over 280 effective "People's Mobilization" models, of which 38 were recognized at the provincial level. These models focused on mobilizing the people to participate in collective economic activities , develop family economies, reduce poverty, promote solidarity and mutual assistance in production, build a cultural life associated with the new rural development program, actively participate in building the Party and government, and maintain political security, order, and social safety.
Many models have yielded positive results, spreading among the people, and have been maintained and replicated by departments and units. Typical examples include: maintaining a fund to support Party members in difficult circumstances to develop their family economies; skillfully mobilizing households to expand and improve the quality of OCOP products; skillfully mobilizing support for the care of elderly people living alone in the community; the veteran's civil defense team; and skillfully mobilizing support for building solidarity houses and constructing rural roads and bridges. Each model represents an innovative approach, reflecting the realities of life and contributing to improving the quality of life for the people.
Mr. Quang Trong Dung, Vice Chairman of the Vietnam Fatherland Front Committee of Go Quao commune, is a prime example of the "Skilled People's Mobilization" emulation movement. From 1999 to the present, he has actively mobilized organizations, philanthropists, and people inside and outside the commune to build 65 rural traffic bridges, with a total cost of over 13 billion VND. Mr. Dung shared: "To gain the trust and willingness of philanthropists and charitable organizations to help, I clearly inform them about the difficult transportation conditions of the people; I publicly and transparently disclose the funding for rural traffic bridge construction; and I ensure the progress and quality of the projects." In addition, he also propagated and mobilized the people to contribute matching funds and labor to build bridges with the motto "Those who have resources contribute resources, those who don't contribute labor, regardless of the amount."
To date, 100% of inter-district roads and 97% of alleyways in Go Quao commune have been concreted; there are 9 cooperatives and 29 cooperative groups, with 55% of households participating in the collective economy. By 2025, the average per capita income is expected to reach over 82 million VND, and the multidimensional poverty rate will decrease to 2.34%. The "Skilled Mass Mobilization" emulation movement has attracted and gathered more than 67% of the population to join the Youth Union and other organizations in the area.
The spirit of solidarity and the collective efforts of all strata of the people, cadres, and Party members have created a highlight in the implementation of the "Skilled Mass Mobilization" emulation movement, contributing to the local government's successful implementation of the new rural development program, sustainable poverty reduction, and creating an increasingly prosperous appearance for Go Quao.
