These figures demonstrate that the merger of departments and two levels of government, despite the disruptions and delays, especially the elimination of the district level, has not significantly affected the coordination of inspection, review, penalties, project recovery, and project suspension – activities that have become commonplace in recent years. While acknowledging the difficulty and sensitivity, this is a necessary step to be taken alongside investment promotion activities, aiming to open the way for genuine investors with economic and technological potential, while gradually weeding out fictitious investors who seize land for profit. This blurring of lines between real and fictitious investors is a reality that has accumulated over many years in this coastal region. Over time, applying legal regulations to continuously identify fictitious investors is the most decisive way for the former Binh Thuan region to improve its investment environment and enhance its competitiveness.
Looking back at the results from 2021 to the present, the specific figures demonstrate this. For example, in 2021, 50 projects were inspected, 15 were penalized, and 10 were revoked; in 2022, 90 were inspected, 60 were penalized, and 12 were revoked; in 2023, 100 were inspected, 33 were penalized, and 21 were revoked; in 2024, 52 were inspected, 24 were penalized, 24 were revoked, and 4 were temporarily suspended. In total, over the past five years, nearly 70 projects have been revoked, speaking volumes from various perspectives, including the effectiveness of management, which has contributed to paving the way for genuine new investors, facilitating land access, and accelerating project implementation.
According to statistics as of March 2025, in the former Binh Thuan area, there are currently approximately 1,634 active investment projects, covering a total area of 50,489 hectares, with a total registered investment capital of VND 1,766,523 billion. Of these, 255 projects are experiencing delays or have not yet commenced, accounting for 15.65%. Notably, among these delayed or uninitiated projects, 31 projects are subject to ongoing procedures for land acquisition and termination of investment activities as stipulated by land and investment laws, while 224 projects require continued review to address difficulties and obstacles for investors.
Objective obstacles have prevented the implementation of projects in Lam Dong's coastal areas for many years. To date, some major obstacles have been resolved, such as removing a large land area overlapping with a project from the national mineral (titanium) exploitation and reserve plan; establishing a coastal protection corridor and marking boundaries according to Article 79 of the Law on Marine and Island Resources and Environment. Obstacles related to the preparation and adjustment of construction plans, which are the main issues for coastal tourism projects, as well as legal issues concerning investment, bidding, and housing, including changes to commercial housing projects and tourism projects with residential land, have been addressed by the People's Committee of Binh Thuan province (formerly). Meanwhile, other obstacles remain concerning compensation and land clearance; the lack of uniformity in technical infrastructure; and land use and forestry planning. Regarding the determination of specific land prices… these are major issues preventing projects from being implemented and urgently require the new government to continue directing relevant departments, wards, communes, and special zones to coordinate and resolve them so that the province's coastal "frontage" area can become more vibrant.
