Hanoi is the capital , a centrally governed city , and one of the two special-class cities of the Socialist Republic of Vietnam . Located northwest of the central Red River Delta , Hanoi's topography includes a central plain and hilly areas to the north and west of the city.
With an area of 3,359.82 km² and a population of 8.33 million, Hanoi is the largest centrally-governed city in Vietnam by area, and also the second most populous city with the second highest population density among Vietnam's 63 provincial-level administrative units , although the population distribution is uneven. Hanoi has 30district-level administrative units , including 12 districts , 17 counties , and 1 town .
