According to the summary report on Resolution 18 and the organizational restructuring plan of the Party Committee of the Hanoi People's Committee, Hanoi will maintain 10 departments and equivalent agencies. Of these, 4 departments will continue to operate according to the direction of the Central Steering Committee, including the Office of the People's Committee, the City Inspectorate, the Department of Justice, and the Department of Culture and Sports .
The retention of these units is justified by the unique and specialized nature of fields such as urban planning and construction, aiming to leverage the potential and strengths of the capital city. The Department of Tourism has made significant strides in managing and developing tourism, contributing positively to the city's economic structure.
The Department of Foreign Affairs has achieved many successes in foreign affairs, contributing to enhancing the position of Hanoi and Vietnam on the international stage with cooperative relations with nearly 100 cities and capitals around the world.
The Public Administrative Service Center is implementing a pilot program aimed at administrative reform, improving the efficiency of process control, and providing better services to citizens and businesses.
In addition, Hanoi will also reorganize and merge several departments in accordance with the central government's policy. Specifically, the Department of Planning and Investment will merge with the Department of Finance to form the Department of Economy and Finance; the Department of Natural Resources and Environment will merge with the Department of Agriculture and Rural Development to form the Department of Agriculture and Environment; the Department of Information and Communications will merge with the Department of Science and Technology to form the Department of Science, Technology and Communications; and the Department of Labor, War Invalids and Social Affairs will merge with the Department of Internal Affairs to form the Department of Internal Affairs and Labor.

The Department of Industry and Trade will take over the existing local Market Management Department from the Ministry of Industry and Trade and reorganize it into a Market Management Sub-department under the Department. The Management Board of Industrial and Export Processing Zones and the Management Board of Hoa Lac High-Tech Park will be merged into the Management Board of High-Tech Park and Industrial Zone.
Regarding media outlets, two options have been proposed: one is to retain the two existing agencies, Hanoi Radio and Television Station and the Economic and Urban Newspaper; the other is to merge the Economic and Urban Newspaper into Hanoi New Newspaper as directed by the Central Committee.
The Hanoi City Investment, Trade, and Tourism Promotion Center will be dissolved. Investment promotion will be transferred to the Hanoi Business Support Center under the Department of Finance; trade and service promotion to the Industrial Promotion and Development Consulting Center under the Department of Industry and Trade; tourism promotion to the Department of Tourism; and foreign investment promotion to the Department of Foreign Affairs.
For sub-departments and equivalent units under the departments, the city plans to reduce three sub-departments by transferring the Sub-Department of Rural Development, the Sub-Department of Quality, Processing and Market Development, and the Hanoi Population Sub-Department into specialized divisions under the relevant departments, while simultaneously increasing one unit equivalent to a sub-department, namely the Ethnic Affairs Committee under the Department of Internal Affairs.
The pilot model of the Urban Construction Order Management Team will also end, and the task will be transferred to the District-level Urban Management Department. The public service units under the departments and agencies will also be reviewed, and only those units serving political tasks and meeting the criteria will be retained.
Following the restructuring process, it is expected that 6 departments and equivalent agencies, 2 sub-departments and equivalent agencies, 1-2 public service units, and 2 district-level offices and equivalent agencies will be reduced. To minimize the impact on officials, civil servants, and public employees, the city proposes appropriate support policies and personnel adjustments.
