Clearly define the route
Through reviewing criteria on area and population, Hanoi City has 173 communes/wards/towns and 1 district-level administrative unit that must be reorganized. However, according to Resolution No. 35/2023/UVTVQH15 of the National Assembly Standing Committee, the arrangement of administrative units ensures the criteria of national defense, security, historical traditions, culture, and speed. urban development and economic development level, so the City has reviewed, considered, evaluated and selected the most appropriate arrangement plan.

On March 22, 3, the City People's Committee issued Document No. 2024/UBND-NC directing the organization of voter consultation. The Department of Home Affairs has issued a document guiding units on making voter lists, collecting voters' opinions, developing a project to arrange administrative units and a roadmap for implementation. Up to now, basically districts and towns have had enough time to post voter lists.
To ensure completion of the task of arranging administrative units at district and commune levels for the period 2023-2025 in the city according to the direction of the Central Government, the Steering Committee for arranging administrative units in the area The city requested the Standing Committee of the Party Committee and the People's Committees of districts and towns to direct the Party Committees and People's Committees of communes, wards and towns to focus on doing good propaganda work. For People's Committees of wards subject to arrangement, report to the Ward Party Executive Committee to have a Resolution on the arrangement of administrative units. On that basis, the Ward People's Committee reports to the District and Town People's Committee for completion before April 5.
After the commune level completes this policy, the People's Council of the district, town and district will consider holding a meeting to issue a Resolution approving the policy of arranging administrative units in the area and strive to complete it before April 10.
After the districts and towns complete their dossiers and send them to the City, the Department of Home Affairs will synthesize and build a dossier on the project to arrange administrative units and report to the City People's Committee and submit it to the Standing Committee of the City Party Committee and the Board of Directors. The Standing Committee of the City Party Committee agreed on the policy. The remaining numbers that cannot be resolved will be combined as is.
