Hanoi promotes public-private partnerships.

After the Capital City Law 2024 comes into effect, new investment projects in Hanoi in the fields of medical examination and treatment and high-quality medical examination and treatment facilities will enjoy preferential policies.

The legal system still has overlapping regulations.

According to Le Anh Quan, Director of the Hanoi Department of Planning and Investment, the newly enacted Law on the Capital City 2024 clearly outlines the development orientation for building an advanced and modern healthcare system in the capital city, in accordance with the structure, size of the population, and geographical area.

Director of the Hanoi Department of Planning and Investment, Le Anh Quan, spoke at the 2024 Dialogue Conference on resolving difficulties and obstacles for businesses investing and operating in the socio-cultural sector.

As of May 20, 2024, 488 out of 579 (84.28%) communes, wards, and towns have been recognized as meeting national criteria. 15 districts have 100% of their communes, wards, and towns meeting national criteria. However, the legal framework remains overlapping and unclear, especially regarding procurement, bidding, and socialized services. Sometimes businesses do not fully understand the regulations, leading to unintentional violations.

"In reality, the administrative procedures for project implementation are relatively complex, involving many different areas of state management (investment, construction, health, labor, finance, etc.); the resolution of these procedures is sometimes unclear, making it difficult for investors to comply and implement," Mr. Hieu informed.

At the 2024 Dialogue Conference on Resolving Difficulties and Obstacles for Businesses Investing and Operating in the Socio-Cultural Sector, organized by Hanoi City on August 16th, Professor Dr. Do Tat Cuong, Deputy General Director of Vinmec Healthcare System, raised questions about the city's policies in supporting healthcare businesses, especially the private sector, in recruiting, training, and developing high-quality healthcare human resources; the city's plan to coordinate with universities and colleges in the healthcare sector to create human resources to meet current needs; and Hanoi's investment promotion programs aimed at attracting high-tech healthcare and technology projects...

Discussing this issue, Deputy Director of the Department of Health Vu Cao Cuong said that currently, the number of doctors in the city is 16 doctors per 10,000 people; the number of hospital beds per 10,000 people is 31.6%. Currently, there are about 20 private hospital projects undergoing investment procedures in Hanoi; 4 projects have been put into operation with about 5,000 beds.

Regarding joint ventures, partnerships, and cooperation in medical examination and treatment within the healthcare supply chain, the city always encourages and facilitates the development of non-public medical facilities, paying particular attention to the establishment of new, high-quality, modern medical facilities and medical examination and treatment centers in economically disadvantaged areas. According to the Deputy Director of the Department of Health, this still requires adherence to legal regulations.

“In the next phase, when the Capital City Law 2024 comes into effect, which includes some provisions related to the healthcare sector, new investment projects in the city in the fields of medical examination and treatment and high-quality medical facilities will receive preferential policies,” Deputy Director of the Department of Health Vu Cao Cuong informed.

Improving the investment environment

In recent years, the city has actively implemented solutions to improve the investment environment, creating favorable conditions for domestic and foreign healthcare businesses to invest in Hanoi. Specifically, the city has actively promoted administrative reform, shortened the time for granting licenses and procedures related to healthcare investment, reduced paperwork and complex processes; increased transparency in investment attraction and incentive policies; and strived to be a leader nationwide in building e-government, a creative startup ecosystem, and a smart city…

The city consistently encourages initiatives that apply new technologies in the healthcare sector.

Regarding the issue of improving the investment environment and creating favorable conditions for domestic and foreign healthcare businesses to invest in Hanoi, the Director of the Hanoi Department of Planning and Investment, Le Anh Quan, stated that enhancing competitiveness and improving the investment environment has always been a key focus of the city to generate resources from attracting investment for development, especially by boosting foreign investment.

In addition to implementing incentives as stipulated by investment laws, the City has issued Decision No. 17/2023/QD-UBND dated August 28, 2023, on preferential land lease policies in several sectors, including healthcare (a 60% reduction in land lease fees for the four districts of Ba Dinh, Hoan Kiem, Dong Da, and Hai Ba Trung; and exemption from land lease fees for the remaining districts and counties when meeting the necessary conditions).

Accordingly, the recently enacted Law on the Capital City 2024 clearly outlines the development orientation and policy direction for healthcare in the Capital City: in accordance with the structure, population size, and geographical area… Based on this, the City is focusing on developing policies and regulations to effectively implement the Law on the Capital City 2024.

In particular, Hanoi City always encourages units in the industry to innovate, supports research and development projects, especially initiatives applying new technologies in the healthcare sector; encourages cooperation between the public and private sectors in providing healthcare services and developing healthcare projects...

“Every year, the city announces a list of investment opportunities and implements investment promotion programs both domestically and internationally. In the coming time, Hanoi will prioritize attracting investments that align with general development trends, can participate in global value chains, contribute to improving the quality of life for its people, and exploit the advantages of the capital city,” shared the Director of the Hanoi Department of Planning and Investment.
