
Members of the Central Committee of the Party: Le Tien Chau, Secretary of the City Party Committee and Head of the National Assembly Delegation of Hai Phong City; Le Manh Hung, Acting Minister of Industry and Trade, attended the opening ceremony and exercised their right to vote in Phu Lien ward; and Le Ngoc Chau, Chairman of the People's Committee of Hai Phong City, attended the opening ceremony and cast his vote at polling station No. 8, Hai An ward.


As of 7:00 AM on March 15th, the entire city of Hai Phong had 3,089,269 registered voters; the number of voters participating in the opening of the election at 7:00 AM on March 15th was over 240,000.
According to reporters, voters, dressed formally, attended the opening ceremony and participated in the election with enthusiasm and confidence, believing they would choose worthy individuals to represent them in the National Assembly and People's Councils at all levels.
In this election, in Hai Phong, there were 33 candidates for the 16th National Assembly, with 19 elected; 139 candidates for the 17th Hai Phong City People's Council, with 85 elected; and 4,952 candidates for the People's Councils of 113 communes, wards, and special zones for the 2026-2031 term, with 2,375 elected (except for the Bach Long Vi special zone, which does not have a People's Council).
On average across Hai Phong city, by 2:20 PM, the voter turnout rate reached 90.95%; the commune with the highest voter turnout rate was Quyet Thang commune with 99.80%.

Public opinion is interested in, trusts, and supports the election of National Assembly representatives and People's Council representatives at all levels for the 2026-2031 term; voters in the city enthusiastically went to the polls right after the opening ceremony, participating in the election in a joyful and enthusiastic atmosphere.

Voters are interested in and research the biographies of candidates; they focus on qualifications and work experience; and they also expect their votes to contribute to electing people with sufficient virtue and talent to state power organs at the central and local levels, contributing to building the Socialist Republic of Vietnam.
The political security situation, public order, and social safety are absolutely guaranteed, with no "hot spots" in the area.
Amidst the joyful and enthusiastic atmosphere of this national election day, Mr. Ngo Van Sinh, 103 years old, residing in residential area No. 2, Hoa Nghia ward, Duong Kinh commune, fondly recalled the memories of the first general election exactly 80 years ago. At that time, he was just 23 years old, a local guerrilla fighter, and immensely proud to exercise his civic rights for the first time in an independent country. Mr. Sinh also expressed that since the first general election, his homeland and country have become increasingly modernized, and the people's lives have become more prosperous and happy. Seeing these changes, he has even more faith in the path chosen by the Party and President Ho Chi Minh.
Pham Thi Minh Nguyet, a 12th-grade student at Hai An High School in Hai Phong, said this was her first time holding a ballot. She considered it a significant milestone, as it was the first time in her life she had personally cast a ballot, exercising her rights, duties, and responsibilities as a citizen. She had carefully studied the candidates and election regulations, and through her ballot, she would vote for candidates she believed possessed sufficient virtue, talent, and ability to represent the people, contributing to the success of the election.
According to local authorities, more than 5,000 voters in Hai Phong city are in need of assistance during the voting process. The Hai Phong City Election Committee has directed local authorities to develop specific plans to support elderly, disabled, and sick voters who are unable to vote on election day, March 15th.

For voters with limited mobility, volunteer youth union members from polling stations will be on duty on election day to provide guidance and free transportation.
In cases where voters are unable to leave their homes or are receiving medical treatment, the polling station will bring a supplementary ballot box and ballots to the voter's location so that they can exercise their right to vote in accordance with regulations.

As an area with a large number of workers in industrial zones, the government and relevant agencies organized campaigns before the election to encourage employers to arrange production plans appropriately and allocate suitable time for workers to participate in voting.
Security and order maintenance work in the area in general, and at polling stations in particular, was carried out seriously by the relevant forces.
