The general sentiment is to shift strongly from "talking" to "doing," from awareness to action. The experience of many terms shows that the success of a Congress is measured by its ability to organize and implement timely and effective measures, yielding measurable results.
That spirit of action was immediately demonstrated when, on behalf of the Politburo , General Secretary To Lam signed and issued the Politburo's Directive on studying, understanding, disseminating, and implementing the Resolution of the 14th National Congress of the Party (Directive No. 01-CT/TW, dated January 23, 2026). To ensure the Resolution of the 14th National Congress of the Party is implemented immediately, synchronously, effectively, and substantively, the Politburo requires Party committees and organizations at all levels and sectors to focus on developing action programs and specific plans with a clear focus and priorities, to be implemented regularly and continuously throughout the term; and to promptly update and supplement the action programs and implementation plans of the Party Congress Resolutions at each level.
In his article "Forward! Complete Victory Will Be Ours," General Secretary To Lam clearly stated that the Resolution of the 14th National Congress sets out general goals for the period 2026-2030 and a vision to 2045 that are extremely clear, bold, but feasible: maintaining a peaceful and stable environment; developing the country rapidly and sustainably; comprehensively improving the people's lives; and strengthening self-reliance and self-strength to advance strongly in the new era of the nation. More importantly, the documents of the 14th National Congress concretized the spirit of decisive action. The action program accompanying the Resolution particularly emphasizes the requirement of "choosing correctly - implementing quickly - doing it thoroughly - measuring by results" for all tasks.
The higher the goals, the stricter the requirements for implementation, leaving no room for a half-hearted, superficial, or passive approach. In this context, acknowledging the reality that "implementation is the weak link" is no longer a general observation, but a decisive challenge. Just one link operating in a disjointed, irresponsible, or undisciplined manner will slow down the entire system. Therefore, the requirement to quickly translate the resolution into reality, as General Secretary To Lam emphasized, must be concretized from the beginning of the term through substantive, focused, and targeted actions.
The measure of action is the concrete results achieved. The system only truly moves when each objective is concretized into clear tasks, linked to specific people, specific deadlines, and verifiable products. When disciplined execution becomes a regular work habit, resolutions become a genuine driving force for development.
In the overall development picture of the country, the need for early and decisive action in organizing the implementation of the resolution is crucial for all localities, especially large cities. For Ho Chi Minh City, which is bearing many expectations for growth and the spread of development momentum, this requirement becomes even more specific and urgent. Effective implementation from the beginning of the term is not only of great significance to the city, but also contributes to creating positive movement for the entire region and the country.
This spirit of action places the highest demands on the leaders at every level and in every sector. Management must be closely linked to monitoring, inspection, and evaluation of results. Every delay in implementation diminishes policy effectiveness and directly impacts the trust of the people and the business community. Conversely, decisive and consistent action from the beginning of the term by leaders at all levels will create positive momentum throughout the entire system. Decisive action from the start of the term will be the first measure of the organizational capacity and resilience of the system in the new development phase, in line with the spirit of action established by the 14th Party Congress.
