Over the past 61 years, through many historical ups and downs, with the tradition of "Discipline and Unity," Quang Ninh province has strived to overcome difficulties and achieve many successes in various fields, becoming one of the leading localities in the country.

On October 30, 1963, at the 7th session of the 2nd National Assembly, a Resolution was passed approving the merger of Hai Ninh province and Hong Quang region into Quang Ninh province. Regarding this event, President Ho Chi Minh suggested naming it Quang Ninh, combining the word "Quang" (from Hong Quang region) and "Ninh" (from Hai Ninh province). This name is easy to understand, easy to remember, and has many meanings. "Quang" means vast, and "Ninh" means peaceful and stable. Quang Ninh, when combined, means a vast, peaceful, and stable region... Over the past 61 years of development and growth, with the attention of the Central Government, the Party Committee, the government, and the people of all ethnic groups in Quang Ninh province have always upheld the spirit of unity, strived to overcome many difficulties, and remained steadfast in their goal of the people's happiness. Over the years, the province has consistently and harmoniously integrated economic development with cultural development, social progress and equity, ensuring social security, and caring for the material and spiritual well-being of its people, with many policies and initiatives that are superior to those of many other localities in the country.

Throughout its leadership and guidance, the province has consistently and correctly applied the policies, resolutions, and directives of the Central Government, in a spirit of innovation and creativity, to promptly make flexible decisions that are appropriate to the local reality. From 2019 to the present, in addition to the general policies of the whole country, the province has issued many specific policies on social security and welfare, focusing on employment, housing, clean water, vocational training, education, health care, poverty reduction, gratitude and compensation, improving the lives of the elderly, single people, people with disabilities, orphans, etc. A typical example is Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee "On sustainable socio -economic development associated with ensuring strong national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas in the period 2021-2025, with orientation to 2030", which has been effectively implemented.

To date, the province's infrastructure has developed increasingly in a synchronized and modern direction, especially in remote areas, ethnic minority regions, mountainous areas, border areas, and islands, contributing to reducing the gap between regions. 100% of communes in ethnic minority areas, mountainous areas, and border areas have paved or concreted wide and beautiful roads; 100% of roads from commune centers to villages and hamlets have been concreted according to the criteria of the New Rural Development program. The entire province has 274 centralized water supply projects, many decentralized water supply projects, etc., ensuring that the percentage of rural households using hygienic water reaches 99.9%, of which the percentage of households using clean water meeting current standards is over 70%. The province has completed the construction and broadcasting of 54/54 telecommunication stations, covering 66/66 villages with weak signal coverage. The mobile communication coverage rate has reached 99.8% of residential areas in the province. Broadband internet infrastructure has been deployed in 100% of communes, wards, and towns in the province. 100% of villages and hamlets in the communes have mobile phone coverage… 100% of households in communes and villages have access to the national power grid.

The province pays special attention to public health care. Quang Ninh is finalizing the Project "Improving the capacity of the preventive and curative health care system; improving the quality of public health care and protection in the period 2021-2025"; and continuing to refine the Project to improve the capacity of commune, ward, and town health stations, especially in ethnic minority, mountainous, border, and island areas, to strengthen primary healthcare for people and the community. To date, 64 out of 64 ethnic minority and mountainous communes have health stations that meet the national criteria for health care. The province's health infrastructure has been invested in, built, and upgraded comprehensively and modernly in both the preventive health care system and the medical examination and treatment system. In 2023, marking the 60th anniversary of the province's establishment, three major projects were completed and put into operation, improving the quality of healthcare for the people: the Geriatric and Rehabilitation Hospital; the Lung Hospital; and the Provincial Center for Disease Control.

Quang Ninh has developed many advanced medical techniques, helping to improve the quality of treatment for patients right in the locality, especially in some areas such as emergency resuscitation, open-heart surgery, cardiovascular intervention, oncology, brain surgery, spinal surgery, joint surgery, prenatal screening and diagnosis research, and implementing a roadmap for developing advanced specialized techniques in organ and stem cell transplantation…

The province prioritizes investment in education in ethnic minority and mountainous areas, especially in school facilities, and maintains preferential policies for education. The province aims to have one high-quality public school in each district at each level of general education by 2025, with an estimated 22 schools. The cultural and spiritual life of the people is also cared for through a comprehensively invested system of cultural and sports facilities, meeting the people's needs for cultural and recreational enjoyment.

By the end of 2023, Quang Ninh had comprehensively completed the goals of building new rural areas at all three levels (provincial, district, and commune) and the goal of sustainable poverty reduction according to national criteria for the 2021-2025 period, achieving the target two years ahead of schedule. The entire province has moved to the stage of implementing the province's new multidimensional poverty standard, which is 1.4 times higher than the central government's poverty standard based on income criteria.

Life is constantly improving, the people are enthusiastic and confident in the Party's leadership; they strive in labor and production, and build a cultural life. Ms. Ninh Thi Nhat (Khe Man village, Don Dac commune, Ba Che district) said: “Originally a very difficult village, thanks to the attention of the central and provincial governments in implementing policies for ethnic minorities and disadvantaged areas, the villagers have benefited greatly. Everyone is more enthusiastic and actively participates in building new rural areas. Now, concrete roads are laid from the commune to the village, and many houses are built spacious and beautiful. People are also guided on what crops to plant and what livestock to raise to have a stable income and become wealthy.”

At any time and under any circumstances, the province has consistently maintained the principle of "for the happiness of the people." Typhoon No. 3 caused extremely heavy damage in Quang Ninh. The central government has provided close guidance and allocated significant resources to support the people in the typhoon-affected areas. Along with urgently addressing the consequences of Typhoon No. 3, the province quickly issued policies and solutions to provide timely, focused, and direct support to those severely affected by the typhoon, such as: tuition fee support for students; support for building new houses and repairing existing ones; support for salvaging fishing vessels, etc. The province's timely care and sharing became a "support" that helped the people alleviate some of their difficulties, quickly stabilize their lives, rebuild production, and restore the economy after the typhoon.

Along with urgently completing the goals and tasks set for 2024, the entire political system and people of the province are upholding the spirit of solidarity and creativity, "Discipline and Unity," with high determination, great effort, self-reliance, and self-strength to bring activities back to normal after typhoon No. 3, restore production and business activities, and promote socio-economic development.
