The success of the congress stemmed not only from meticulous and serious preparation but also from the sense of responsibility, intelligence, and unity of the 546 official delegates – representing more than 366,000 party members throughout the entire Party organization.
In his closing remarks at the congress, Ho Chi Minh City Party Secretary Tran Luu Quang affirmed: “The greatest and most valuable resource of the city is not capital, not infrastructure, but the people of Ho Chi Minh City – dynamic people who dare to think, know how to do new things, and dare to take responsibility for the common good. That is the invaluable resource…”. This spirit will be the flame that illuminates the road ahead.
In his address to the congress, General Secretary To Lam emphasized six key orientations, which are also six crucial tasks for the city's new phase. First, building the City Party Committee into a true center of intellect, unity, and innovation—a model Party Committee with sufficient political acumen, governance capacity, and vision to lead the city in pioneering development and integration. The two levels of government must be streamlined, strong, intelligent, efficient, effective, and efficient, serving the people. In particular, building a team of leading cadres, especially those at the top, with strong character, ethics, and the capacity for action, is considered a strategic breakthrough within the strategy.
Furthermore, the city needs to concretize and creatively apply the major policies and guidelines of the Party and the State, transforming guidelines into actions, resolutions into concrete results, creating institutional breakthroughs, innovating the growth model, and improving the quality of urban governance. In particular, the General Secretary noted: "The happiness, satisfaction, and trust of the people are the highest measure of the effectiveness of leadership and the governance capacity of the political system." This is a profound reminder that every policy and guideline should be directed towards the lives and well-being of the people.
The Congress Resolution set forth goals that were both specific and ambitious: an average annual GRDP growth rate of 10-11%; a GRDP per capita of 14,000-15,000 USD; the digital economy accounting for 30-40% of GRDP; 100% of the population receiving free regular health check-ups by 2026; eradicating poverty according to city standards; relocating 20,000 houses along canals and waterways; and reducing crime and traffic accidents by 5% annually... These figures are not just development targets but also a strong political commitment from the Party Committee to the trust of the city's people.
After the congress, the most important task is to put the resolutions into practice. Each Party committee, each cadre, and each Party member needs to concretize the spirit of the congress with action programs that clearly define responsibilities, tasks, and deadlines, with monitoring and supervision, and linked to measurable results. Administrative reform, urban beautification, transportation infrastructure development, digital transformation, healthcare, education, social housing, security and order… are all urgent and long-term tasks that require political determination and coordinated action.
A new journey has begun. The success of today's congress will only be truly complete when these resolutions permeate every street, residential area, office, school, etc., when people feel the change in every public service, every amenity, every opportunity to earn a living. That is when the spirit of the congress truly comes alive in the life of the city.
The Congress has concluded, but confidence is being fostered. With a vision extending to 2030 – the 100th anniversary of the Party's founding – and 2045 – the 100th anniversary of the nation's founding – Ho Chi Minh City strives to become a modern, livable megacity, a center of innovation in Asia, a hub of Vietnamese intellect and aspiration for international prominence. Therefore, the success of today's Congress is not just the end point, but the beginning of a new phase of development: a phase of action, creativity, and confidence.
