A new journey has begun

The success of the congress came not only from the meticulous and serious preparation but also from the sense of responsibility, intelligence and solidarity of the 546 official delegates - representing more than 366,000 party members of the entire Party Committee.

Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang affirmed in his closing speech at the congress: “The greatest and most valuable resource of the City is not capital, not infrastructure, but the people of Ho Chi Minh City - dynamic people, who dare to think, know how to do new things, and dare to take responsibility for the common good. That is an invaluable resource…”. That spirit will be the fire that lights up the road ahead.

In his speech directing the congress, General Secretary To Lam emphasized six key orientations, which are also six key tasks for the new stage of the City. First of all, building the City Party Committee to truly become a center of intelligence, solidarity and innovation, an exemplary Party Committee with sufficient political mettle, management capacity and vision, capable of leading the city to pioneer development and integration. The two-level government must be streamlined, compact, strong, smart, efficient, effective, and serve the people. In particular, building a team of leaders, especially the heads, with mettle, ethics and action capacity is considered a strategic breakthrough of the strategy.

Along with that, the City needs to concretize and creatively apply the major policies and guidelines of the Party and State, turning guidelines into actions, resolutions into concrete results, creating institutional breakthroughs, innovating the growth model and improving the quality of urban governance. In particular, the General Secretary noted: "The happiness, satisfaction and trust of the people are the highest measure of the leadership effectiveness and governance capacity of the political system." This is a profound reminder that every policy and guideline is aimed at life and at the people.

The Congress Resolution has set out goals that are both specific and aspirational: average GRDP growth rate of 10 - 11%/year; average GRDP per capita of 14,000 - 15,000 USD; digital economy accounts for 30 - 40% of GRDP; by 2026, 100% of people will receive free periodic health check-ups; eliminate poor households according to City standards, relocate 20,000 houses along canals, reduce 5% of crime and traffic accidents each year... Those numbers are not only development targets but also a strong political commitment of the Party Committee in the trust of the City's people.

After the congress, the most important thing is to put the resolution into practice. Each Party Committee, each cadre and Party member needs to concretize the spirit of the congress with an action program that clearly defines people, tasks, and deadlines, with inspection and supervision, and is linked to measurable results. Administrative reform, urban planning, transport infrastructure development, digital transformation, healthcare, education, social housing, security and order, etc. are all urgent and long-term tasks, requiring political determination and synchronous action.

A new journey has begun. The success of today’s congress will only be truly complete when those resolutions permeate every street, residential area, office, school…, when people feel the change in every public service, every utility, every opportunity to make a living. That is when the spirit of the congress truly comes alive in the life of the City.

The congress has ended, and confidence is being opened. With a vision to 2030 - the 100th anniversary of the founding of the Party, and 2045 - the 100th anniversary of the founding of the country, Ho Chi Minh City strives to become a modern, livable megacity, an innovation center of Asia, a place where Vietnamese intelligence and the aspiration to reach out to the world converge. The success of today's congress, therefore, is not only the end but also the beginning of a new stage of development: a stage of action, creativity and confidence.
