As the head of the Women's Association branch in Phu Luong area, Thoi Long ward, Ms. Le Thi Ngoc Huong has connected and developed many models, contributing to the flourishing of the Association's work and women's movement in the area. Particularly noteworthy is the movement to help each other develop the economy and reduce poverty. Currently, the Women's Association branch in the area has no impoverished households.

Ms. Le Thi Ngoc Huong has served as the Head of the Women's Union branch in Phu Luong area since 2007. Over the years, she has actively propagated and mobilized members and women to effectively implement the Party's guidelines and policies, and the State's laws; and enthusiastically participated in patriotic emulation movements. Ms. Huong shared: “I focus on innovating the content and methods of the Union's activities, focusing on the grassroots level. Through this, I regularly understand the circumstances, thoughts, and aspirations of women to provide timely support, especially encouraging them to take advantage of their free time to learn vocational skills to create more jobs and increase their income.” The Women's Union branch in Phu Luong area has successfully established and maintained a loan group from the Social Policy Bank, helping women borrow over 2 billion VND to develop production and business.

To support its members and help women improve their lives, in 2024, Ms. Huong proposed and, together with the Women's Union of Phu Luong ward, mobilized the establishment of a garment processing cooperative in the Phu Luong area. Currently, the cooperative has 18 members, earning 3-5 million VND per person per month. Ms. Tran Thi Thuy, a member of the garment processing cooperative, said: “Previously, I worked as a garment factory worker, but due to being busy with young children, I quit. With Ms. Huong's encouragement, I joined the garment processing cooperative and earn about 5 million VND per month. Since then, I have been able to take better care of my children.”

Driven by a spirit of mutual support and compassion, in 2024, Ms. Huong proposed to the Women's Union of the ward the establishment of a women's group participating in charitable work, with 18 members. Each month, the group provides approximately 400 free vegetarian meals to people in difficult circumstances. Ms. Nguyen Thi Huong, a single mother, expressed: “I am 70 years old and no longer able to work. Ms. Huong and the charity group regularly provide gifts and visit me whenever I am sick. Thanks to them, my life has become less difficult.”

In early 2026, Ms. Huong continued to propose that the Women's Union of the ward launch a small-scale trading cooperative model with 10 members. This would create opportunities for women to access preferential loans and invest in small businesses. Members of the cooperative would also receive business skills training, participate in regular activities, and share experiences in business and life... Ms. Le Thi Cam, formerly a near-poor household with no land for production, whose husband worked as a construction worker and who stayed home to take the children to school, recounted: “Thanks to Ms. Huong's encouragement, I arranged my household affairs to join the Women's Union and the small-scale trading cooperative, receiving loan support for my business. In 2025, I was awarded a 'House of Love' by the Women's Union. Currently, my family's economy has improved, and I have been removed from the list of near-poor households.”

Ms. Huynh Thi Phuong Thao, President of the Women's Union of Thoi Long Ward, commented: "Ms. Le Thi Ngoc Huong is a dynamic and exemplary women's union branch leader in the area, wholeheartedly dedicated to the members and women. She has experience and prestige, organizing many appropriate activities that are enthusiastically supported by members and women, especially the movement of women helping each other in economic development, poverty reduction, and social welfare... During her work, Ms. Ngoc Huong has received many commendations from various levels."
