Over the years, Party committees, government agencies, the Fatherland Front, and political and social organizations at all levels in the province have seriously implemented Decision No. 23-QD/TW of the Politburo on the Regulations on mass mobilization work of the political system, in conjunction with Resolution No. 25-NQ/TW of the Central Committee of the Party on strengthening and renewing the Party's leadership over mass mobilization work in the new situation.
As a result, awareness of the position and role of mass mobilization work within the entire political system has been increasingly enhanced. Leaders at all levels of Party committees and government have clearly defined mass mobilization work as not only the responsibility of specialized agencies but also the responsibility of the entire political system. Leadership and guidance have been implemented synchronously and systematically; the mass mobilization organizational system continues to be strengthened, and the team of cadres in charge of mass mobilization has been given attention and assigned to meet the requirements of the task.
The members of the Party Standing Committee maintain close contact with the grassroots, directly engaging in dialogue with the people and businesses to promptly understand their thoughts and aspirations and to direct the resolution of emerging issues at the grassroots level. The coordination mechanism between the Party Committee and the government, the Fatherland Front , and other political and social organizations is becoming increasingly close, contributing to improving the effectiveness of propaganda and mobilization of the people in carrying out the local political tasks.

The government's public relations work has seen many positive changes, closely linked to administrative reform, building a service-oriented government, and digital transformation. State administrative agencies regularly review and improve their working regulations; innovate methods of direction and management towards "clear responsibilities, clear tasks, clear accountability, clear procedures," and "one task, one point of contact throughout."
Workplace culture and codes of conduct are being carefully developed, gradually forming a team of officials and civil servants with a style that is "respectful of the people, close to the people, understanding of the people, and responsible to the people," and "listens to what the people say, speaks in a way the people understand, and acts in a way the people trust."
Following the administrative reorganization, mass mobilization efforts focused on fostering public consensus, stabilizing public sentiment, consolidating the organizational structure, and quickly bringing the new government into effective operation. Along with widespread dissemination of new policies, localities paid special attention to promptly addressing people's concerns and requests; effectively implementing grassroots democracy; reforming administrative procedures; and ensuring social security.
Many effective "People-Mobilization" models linked to digital transformation have proven to be practical and successful. Notable examples include the "Administrative Reform for People-Serving" model at Cao Duong Commune People's Committee, which shortens the time required to process administrative procedures; the "People-Friendly Government for People-Serving" model; the "Digital Mailbox for Suggestions on Party and Government Building"; the "Digital People-Mobilization" model at Hoa Binh Ward; the "One-Stop Shop, Integrated One-Stop Shop" model; and the "People-Friendly Government for People-Serving" model linked to online public services at Au Co Ward People's Committee. These models not only improve service quality but also enable citizens to participate more deeply in the process of policy development and implementation, following the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." | |

At the conference summarizing the implementation of Decision No. 23-QD/TW of the Politburo, Deputy Secretary of the Provincial Party Committee Bui Huy Vinh emphasized that mass mobilization work is the responsibility of the entire political system and government. The effectiveness of mass mobilization work should not only be assessed through propaganda activities but also measured by the level of satisfaction of the people and businesses, and by the results of resolving practical issues of concern to the people.
In addition, the comrade requested that the Provincial Fatherland Front Committee pay attention to receiving, compiling, classifying, and truthfully and fully reflecting the opinions and suggestions of the people to the competent authorities for consideration, resolution, and response according to regulations; monitor, urge, and supervise the process of receiving, resolving, and responding by relevant agencies and units; and publicly disclose the results so that the people can know, monitor, and supervise.
In particular, amidst the strong digital transformation, Phu Tho province has identified the application of digital technology and artificial intelligence as a crucial direction to improve the quality of mass mobilization work. Digital platforms will be utilized to receive and process feedback from citizens, analyze public opinion data, support the forecasting of emerging issues, and enhance governance efficiency, contributing to the successful achievement of development goals in the new phase.
