Forms and policies of tuition fee support at Bac Lieu University

Eligible individuals for tuition fee exemption or reduction.

In addition to stipulating two categories of individuals exempt from tuition fees (including primary school students in public schools; and those pursuing specialized fields that meet the requirements of socio-economic development, national defense, and security as stipulated in the Law on Higher Education), the Decree also stipulates 19 categories of individuals who are exempt from tuition fees, including:

1. Individuals as defined in the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution who are currently studying at educational institutions within the national education system;

2. Children attending preschool and students with disabilities.

3. Preschool children and students under 16 years of age without a source of support, and individuals aged 16 to 22 who are studying in secondary school or pursuing their first degree at university, are eligible for monthly social assistance as stipulated in Clauses 1 and 2 of Article 5 of Government Decree No. 20/2021/ND-CP dated March 15, 2021, on social assistance policies for social protection beneficiaries. This also includes students at the intermediate and college levels who are orphans of both parents and have no place to live, as defined by the Law on Vocational Education.

4. Children attending kindergarten and primary/secondary school, and students studying at continuing education institutions following the general education program, whose father or mother or both parents or grandparents (in the case of living with grandparents) belong to a poor household as defined by the Prime Minister.

5. Preschool children aged 5 years old in particularly disadvantaged villages/hamlets, communes in Zone III of ethnic minority and mountainous areas, and particularly disadvantaged communes in coastal and island areas as defined by competent authorities.

6. Five-year-old preschool children who do not fall under the provisions of Clause 5 of this Article are exempt from tuition fees from the 2024-2025 school year (effective from September 1, 2024).

7. Preschool children and primary and secondary school students, and trainees studying at continuing education institutions following the general education program, who are the biological or legally adopted children of non-commissioned officers and soldiers on active duty as stipulated in Clause 2, Article 6 of Government Decree No. 27/2016/ND-CP dated April 6, 2016, regulating a number of regimes and policies for non-commissioned officers and soldiers serving on active duty, discharged from active duty, and their relatives.

8. Junior high school students in particularly disadvantaged villages/hamlets, communes in Zone III of ethnic minority and mountainous areas, and particularly disadvantaged communes in coastal and island areas as defined by competent authorities are exempt from tuition fees from the 2022-2023 school year (effective from September 1, 2022).

9. Junior high school students who do not fall under the categories specified in Clause 8 of this Article will be exempt from tuition fees starting from the 2025-2026 school year (effective from September 1, 2025).

10. Students enrolled in government-sponsored programs (including students enrolled in vocational training programs with a duration of 3 months or more) as stipulated by the Government's regulations on the government-sponsored program for higher education and vocational education institutions within the national education system.

11. Students of ethnic minority boarding schools, pre-university schools, and pre-university departments.

12. Students studying at vocational and higher education institutions who are ethnic minorities and whose father or mother, or both parents, or grandparents (in the case of living with grandparents) belong to poor or near-poor households as defined by the Prime Minister.

13. Students majoring in Marxism-Leninism and Ho Chi Minh Thought.

14. Students, undergraduates, graduate students, and doctoral candidates studying one of the following specialties: Tuberculosis, Leprosy, Psychiatry, Forensic Examination, Forensic Psychiatry, and Pathology at public medical training institutions according to the State's assigned quotas.

15. Students from ethnic minority groups with very small populations as stipulated in Clause 1, Article 2 of Government Decree No. 57/2017/ND-CP dated May 9, 2017, which regulates preferential admission policies and learning support for preschool children, students, and university students from ethnic minority groups with very small populations in areas with difficult or extremely difficult socio-economic conditions as currently prescribed by competent authorities.

16. Students who are eligible for programs and projects are exempt from tuition fees as stipulated by the Government.

17. Those who have graduated from lower secondary school can continue their studies at the intermediate level.

18. Students at intermediate and college levels, in fields and professions that are difficult to recruit for but are in demand by society, according to the list prescribed by the Ministry of Labour, Invalids and Social Affairs.

19. Students pursuing specialized professional fields and occupations that meet the requirements of socio-economic development, national defense, and security as stipulated in the Law on Vocational Education. These specialized professional fields and occupations are defined by the Prime Minister.

In addition, the Decree also specifies the categories of people eligible for tuition fee reductions and financial assistance; and those eligible for support with study expenses.

Scholarship funding
