Inspiring and encouraging emulation movements in the new era.
Attending the session were Ms. Bui Thi Minh Hoai, Chairwoman of the Central Committee of the Vietnam Fatherland Front; Vice President Vo Thi Anh Xuan; Deputy Prime Minister Pham Thi Thanh Tra; Minister of Home Affairs Do Thanh Binh; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang; and leaders of ministries, branches, and agencies.
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the spirit of organizing the 11th National Emulation Congress (the Congress) must ensure solemnity, seriousness, joy, healthiness, distinctiveness, and high dissemination; creating motivation, inspiring, and encouraging emulation movements in the new period, contributing to the whole country's steady progress into a new era of development that is prosperous, civilized, thriving, and happy.

The Prime Minister emphasized that the congress is a major political event for the country, signifying the culmination of the past five years of emulation campaigns – a particularly special term, fraught with difficulties, challenges, and unprecedented issues that exceeded expectations. Therefore, the reports presented at the congress must accurately reflect the essence of the emulation movements, with the ultimate goal of benefiting the country and its people; reflecting the core values of the nation and affirming its glorious historical traditions and unique culture.
The summation of emulation movements must be comprehensive, holistic, and balanced across all sectors, fields, regions, and components; it should present a complete picture of the vibrant emulation movements nationwide, especially the results of these movements, with concrete products that the people have truly benefited from.
According to the Prime Minister, the congress is also a place to honor outstanding role models. Through this, it will gather and spread the patriotic spirit, the will to strive, and the aspiration to contribute of the entire nation; awaken the strength of the great national unity; and open a new period of emulation, leading the country to develop into a prosperous, civilized, happy, and strong nation, steadily advancing towards socialism.
The Prime Minister requested the Organizing Committee of the congress to review the upcoming tasks to ensure effective and thorough implementation. He also urged press and media agencies to intensify their coverage of the congress, highlighting the value of the emulation movement and the awarding of commendations.
Mr. Le Manh Hung has been appointed Acting Minister of Industry and Trade.
Earlier that morning, the Party Committee of the Government held a conference to announce the Prime Minister's decision on personnel matters, chaired by the Secretary of the Party Committee of the Government, Prime Minister Pham Minh Chinh.
At the conference, Mr. Do Thanh Binh, Minister of Home Affairs, announced the Prime Minister's Decision to transfer Mr. Le Manh Hung, Chairman of the Board of Directors of Vietnam National Energy and Industry Group (Petrovietnam), to work at the Ministry of Industry and Trade, assigning him the duties of Minister of Industry and Trade; and announced the Decision of the Government Party Committee appointing Mr. Le Manh Hung to the Executive Committee and Standing Committee, and to hold the position of Secretary of the Party Committee of the Ministry of Industry and Trade for the term 2025 - 2030.
Prime Minister Pham Minh Chinh acknowledged Mr. Le Manh Hung as a well-trained official with over 27 years of experience and rich practical expertise in state management and business administration. In his new position, the head of the government requested the Acting Minister of Industry and Trade to continue to leverage his experience, capabilities, strengths, and wealth of expertise; to foster unity and cohesion; and, together with the Ministry's leadership team, focus on pioneering the industrialization and modernization of the country; diversifying markets, products, and supply chains; participating in global supply chains; and waging war against waste, negativity, corruption, counterfeit goods, smuggling, and trade fraud.
Speaking at the conference, Acting Minister of Industry and Trade Le Manh Hung affirmed that the Ministry of Industry and Trade will continue to innovate and improve institutions, strategies, plans, mechanisms, and policies; accelerate administrative reform and digital transformation, creating a favorable, transparent, and highly predictable environment for businesses and investors.
Furthermore, the Ministry of Industry and Trade continues to promote proactive, positive, substantive, and effective international economic integration, and vigorously implements the application of science and technology and innovation to create momentum for the development of the industry and trade sector.
