More than 20,000 houses have been granted pink books.

On November 27, the Department of Natural Resources and Environment of Ho Chi Minh City announced that from the beginning of the year to the end of November 2023, Ho Chi Minh City has issued more than 20,000 pink books. It is expected that in December 2023, 1,795 houses will be issued pink books. In 2023, more than 22,000 houses will be issued pink books, exceeding the plan of issuing pink books to more than 20,000 houses. According to statistics at the beginning of the year of the Department of Natural Resources and Environment, there are about 81,000 houses in Ho Chi Minh City that have not been issued pink books. Thus, it is expected that by the end of 2023, the city will have about 59,000 houses that have not been issued pink books.

Of the 59,000 houses that have not been granted pink books, they are mainly concentrated in four groups. The first group is about 30,896 houses that have not been granted pink books because the project investors have been slow in submitting their applications for pink books. For this group, the Department of Natural Resources and Environment of Ho Chi Minh City has requested clarification of the reasons and difficulties of enterprises in the delay in submitting applications for pink books for projects. From there, it will urge the submission of applications for pink books for the projects.

The second group is 29 projects, with about 10,019 units that have not been granted certificates due to problems with new types of real estate that have not been regulated in legal documents. According to a report by the Ho Chi Minh City Land Registration Office, projects in this group have not been resolved. The implementation of granting certificates for this type is awaiting guidance from the Ministry of Natural Resources and Environment .

The third group is for 39 projects, with about 19,958 apartments that have not been granted pink books because they have to fulfill additional financial obligations. The Department of Natural Resources and Environment of Ho Chi Minh City divided the projects into six groups to resolve the problems.

The fourth group is for 18 projects, with about 8,235 apartments that have not been granted pink books because they are being inspected, checked, and investigated. The Department of Natural Resources and Environment of Ho Chi Minh City has also divided them into groups to resolve.
