Over 20,000 houses have been issued ownership certificates.

On November 27th, the Ho Chi Minh City Department of Natural Resources and Environment announced that from the beginning of the year to the end of November 2023, Ho Chi Minh City had issued over 20,000 land ownership certificates (pink books). It is projected that 1,795 houses will receive land ownership certificates in December 2023. In 2023, over 22,000 houses will have received land ownership certificates, exceeding the target of over 20,000. According to statistics from the Department of Natural Resources and Environment at the beginning of the year, approximately 81,000 houses in Ho Chi Minh City still lacked land ownership certificates. Therefore, it is projected that by the end of 2023, around 59,000 houses will still be without certificates.

Residents of many apartment buildings are anxiously waiting for their ownership certificates.

Of the 59,000 houses that have not yet been issued land ownership certificates, they are mainly concentrated in four groups. The first group consists of approximately 30,896 houses that have not been issued land ownership certificates because the project developers have been slow to submit the application for certificates. For this group, the Ho Chi Minh City Department of Natural Resources and Environment has requested clarification of the reasons and difficulties faced by businesses in the delay in submitting applications for land ownership certificates for these projects. This will then be used to urge them to submit the applications for land ownership certificates for these projects.

The second group consists of 29 projects, with approximately 10,019 units yet to be issued land use certificates due to complications related to a new type of real estate not yet regulated by legal documents. According to a report from the Ho Chi Minh City Land Registration Office, the issues for projects in this group remain unresolved. The issuance of land use certificates for this type of property is awaiting guidance from the Ministry of Natural Resources and Environment .

The third group consists of 39 projects, with approximately 19,958 units yet to be issued ownership certificates due to outstanding financial obligations. The Ho Chi Minh City Department of Natural Resources and Environment has divided these projects into six groups to address the obstacles.

The fourth group consists of 18 projects, with approximately 8,235 units that have not yet been issued ownership certificates due to ongoing inspections, audits, and investigations. The Ho Chi Minh City Department of Natural Resources and Environment has also categorized these projects to address the issues.
